Brief Description

Dynamic Pro Inc (DPI), a growing performance and change management consulting company, is seeking a full time Strategic Communications and Project Management consultant to provide consulting services to a high profile federal client located in downtown DC. Ideal candidates will be senior level consultants with a proven track record of successful projects, possessing strong leadership capabilities combined with education and experience equivalent to a Bachelor’s degree and 8 years Federal Government consulting, strategic communications, and project management experience.

Position Summary

The selected individual will assist our Federal client create an Open Government Environment to embrace the growing open source, collaboration and digital nature of information sharing and communications. Specifically, we will be providing program/project management support, stakeholder and advocacy support, and communications strategy (focusing on the use of social media) and content. This position reports directly to the client COTR and will lead a team of 2 SME’s and at least one junior resource.

Position Description

Project Management

  • Team leader, developing and maintaining schedule of client deliverables and coordinate project management activities
  • Create, baseline, and manage project plans for multiple projects with minimal assistance. Identify required tasks, level of effort to complete tasks (e.g., # of hours, duration), task sequencing, and task dependencies.
  • Develop and maintain other documents necessary for project management (e.g., Project Management Plans, Risk Management Plans, Risk Register, Communication Plans, Stakeholder Analyses)
  • Communicate project status and issues via weekly status reports and meetings. Develop effective program presentations based on the needs and interests of audience (e.g., internal and external stakeholders, Agency senior leadership, Congress)

Communications and Stakeholder Outreach

  • Develop communications and web content for different levels of stakeholders and Agency-wide communications
  • Develop and maintain communication plans
  • Oversee the development of key messages and identify appropriate distribution mechanisms for multiple stakeholder groups
  • Coordinate the design and planning for stakeholder outreach, executive level briefing materials, and other complementary collateral
  • Identify opportunities to increase awareness of Agency’s open government activities
  • Support the creation and implementation of communication metrics to evaluate existing communication efforts and make recommendations for improvement
  • Conduct data-oriented activities, including data comprehension and analysis
  • Coordinate and produce professional quality deliverables (e.g. researching, editing, writing) involving multiple stakeholder input
  • Support Agency-wide initiatives including coordinating client needs with subject matter experts

Required Qualifications/Skills

  • Bachelor’s Degree in a related field, Master’s Degree preferred
  • Proven track record implementing a similar social media outreach program with a government agency or similar large stakeholder
  • 12+ years of experience is required, with consulting experience and knowledge of federal agencies highly preferred
  • Excellent written and oral communication, particularly strong writing competency required
  • Strong understanding of change management concepts and methodologies
  • Ability to do research, identify risks, and suggest proactive solutions
  • Knowledge of Open Government initiatives highly preferred
  • Experience with social media (e.g.,  blogging, tweeting)
  • Experience working with web content management systems, Drupal experience a plus
  • Understanding of and experience with 508 compliance
  • Project management skills (PMP a plus)
  • Experience with federal contracting and acquisition processes a plus
  • High level of personal initiative
  • Must be detail oriented with excellent follow-through
  • Ability to prioritize own work based on competing demands of clients and team members
  • Strong interpersonal skills and ability to build rapport with clients and team members
  • Demonstrated skill and experience with stakeholder relationships, management and engagement

General Position Requirements

  • Strong computer proficiency, including Microsoft Office Word, Excel, Power Point, and Project
  • Desire to work in a small, growing, entrepreneurial company culture is a must
  • U.S. citizenship is required
  • Applicants must be able to work full-time on client-site (at a federal agency)
  • Relocation to the DC-area will not be provided
