In order to be considered for this opportunity, employees must possess Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. Section 20-302.

General Experience:

This position is responsible for directing a staff of managers, supervisors, engineers, technicians and clerical personnel engaged in construction engineering projects.  Duties include directing staff and field operation activities of the District including planning and coordinating of highway surveys, supervision of consultant engineering contracts relative to construction engineering and inspection, location and construction of all types of highway and structures, the preparation of field data necessary to develop of highway project plans and specifications, laying out of field plans to guide contractors, inspection and supervision of construction and reconstruction of highways and structures and recommendation of specific design changes during construction; formulates program goals and objectives and assists in development of related policy, and in preparation of district budget; interprets and executes pertinent laws; trains and evaluates staff; maintains contracts with town officials, legislators, the public, media, representatives and contractors regarding construction and related environmental issues; settles controversies or refers complaints to higher authority; represents Department at public hearings regarding transportation projects; performs related duties as required.

Preferred knowledge, skills and abilities:

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of the principals and practices of civil engineering as applied to highway and bridge construction; considerable knowledge of relevant state and federal laws, status and regulations; considerable knowledge of relevant agency policies and procedures; considerable interpersonal skills; considerable oral and written communication skills.

Experience and Training:

General Experience:  Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.  Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.  For State employees, supervisory experience is interpreted at or above the level of Transportation Supervising Engineer (Construction Engineering).

Note: The results of this interview process may be used to fill any future Transportation District Engineer vacancies that may become available in the Office of Construction for a period not to exceed twelve (12) months from the date of the interview.
