About the Agency
You will work under the leadership of the Transportation Finance Manager, in the Federal Highway Administration’s (FHWA) Division Office. You will also support the Division in enhancing the FHWA’s stewardship, ensuring account ability of Federal funds and achieving organizational excellence in delivering the Federal-aid highway and transportation program.
The ideal candidate for this position is an experienced and highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems.

As a Transportation Finance Specialist, you will:
Work with the Transportation Finance Manager to implement and conduct financial management system reviews and evaluations of the State DOT and local governments.
Analyze financial reimbursement areas, develop reimbursement procedures, and recommend policies for the Division Office.
Assist the Transportation Finance Manager in the approval of reimbursement claims, project agreement modifications, advance construction conversions, and conducting the final review and approval of final project claims.
Serve as a technical advisor for FHWA division personnel and State DOT employees on various phases of auditing.
Promote teamwork and the exchange of ideas between FHWA and State and local governments in the conduct of the Financial Integrity Review and Evaluation (FIRE) program.

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
For the GS-11, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
Experience organizing, analyzing and interpreting financial data.
To qualify on Education, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of education and experience.
For the GS-12, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
Experience conducting financial management reviews; and
Experience providing technical advice on cost accounting and billing procedures such as developing procedures and/or proposing policies.
To qualify on Education, you must have:
