Oversees and manages the activities of the Human Services Transportation (HST) section located in the Department of Neighborhood and Community Services. HST is a complex, technical, multi-faceted program that offers specialized transportation services for residents of Fairfax County and the cities of Fairfax and Falls Church, who are participating in human service agency programs.

Program oversight involves supervising transit professionals and technicians engaged in:

  • Budget & service planning;
  • Ride reservations & scheduling;
  • Customer service;
  • Grant research;
  • Contract procurement & negotiations;
  • Contract compliance & performance;
  • Database management & reporting; and
  • All aspects of the financial activities related to services provided to riders from the Department of Family Services (DFS), the Fairfax-Falls Church Community Services Board (CSB), Health Department, Neighborhood and Community Services (NCS) and occasional charter services.

Utilizing three modes of transportation — Fastran buses, county vehicles and taxi vouchers — is responsible for ensuring that all of the programs are safe, cost effective, and responsive to the rider’s needs. Forecasts future human services transportation needs and provides consultation and support to the county human services system as needed, and supports transportation strategic planning efforts and resource allocation decisions. Ensures that all of the appropriate processes and procedures are followed regarding statutory and regulatory requirements that govern the application of program funding, the execution of program activities, and achieving program outcomes specifically involving Medicaid Transportation service provision and the Consolidated Services Act (CSA) system. Current programs within HST include providing para-transit services for:

  • DFS Headstart;
  • DFS Children, Youth and Family programs (including children in the child welfare system);
  • The Health Department Adult Day Health Center;
  • NCS Senior Centers;
  • Seniors-on-The Go, TaxiAccess and Dial-a-Ride Taxi Voucher Programs.

These services are reflective of current transportation needs/priorities but may be changed as new trends and needs arise.

EMPLOYMENT STANDARDS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus five years of progressively responsible transportation planning related  experience. The years of experience should include at least three years in the specific area of assignment (for e.g., Transportation Planning, Site Analysis, the Fairfax Connector).

NECESSARY SPECIAL REQUIREMENTS: The appointee will be required to complete a criminal background check and a check of the Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS: More than five years of progressively responsible transportation planning and oversight. Experience providing presentations to senior staff, elected officials and community groups. Experience with creating innovative, cost effective performance changes within a transportation service delivery setting.

PHYSICAL REQUIREMENTS:

This position is generally sedentary. Ability to operate keyboard equipment; ability to carry items under 40 pounds.
