Federal Highways Administration’s (FHWA) legislative analysis team (within the Office of Policy and Governmental Affairs) posted an opening for a GS-13/14 legislative/transportation specialist.

Job summary:

This position is with the Federal Highway Administration (FHWA) in the Office of Legislative Affairs and Policy Communications (HPLS) within the Office of Policy and Governmental Affairs (HPL). The Office of Policy and Governmental Affairs offers policy-related advice and services to the FHWA Administrator, FHWA business units, the transportation community, and other interested parties. The Office of Legislative Affairs and Policy Communication coordinates a variety of activities and policy issues related to the overall Federal-aid highway program. It also coordinates analyses of the implications of legislative and fiscal decisions on the program. Within this framework, and under the general supervision of the Team Leader for the Legislative Analysis Team, the incumbent serves as a program/policy analyst and research specialist for activities related to the vision and mission of the FHWA.

The position requires extensive knowledge of congressional activities and the potential impact these activities may have on the Federal-aid highway program. This individual has a high level of insight, understanding and appreciation of the executive and legislative branch actions necessary to enact surface transportation legislation, including knowledge of the roadblocks that may arise during the process. In addition, he or she should have a strong understanding of the relationships between component categories of the Federal-aid highway program, of the similarities and differences in the statutory provisions governing them, and of the relationship each has to the FHWA strategic goals and the budget.

The ideal candidate is a senior-level professional with strong writing and analytical skills, political and organizational savvy, and a customer-service orientation. He or she is able to work comfortably and capably in a fast-paced, flexible, and team-oriented work-environment. He or she is familiar with the Federal-aid highway program and the law that governs it. He or she has a strong understanding of the legislative process, and substantial experience analyzing and interpreting legislation that may impact the Federal-aid highway program. Finally, he or she can effectively communicate agency policy and the substance and implications of legislative changes to a variety of audiences, including senior executives.
