Maryland Department of Transportation’s Maryland Transit Administration is seeking qualified candidates for the position of Assistant Manager of Capital Programming. This position is responsible for the $4 billion, six (6) year MTA capital program as well as more than seventy (70) federal grants. The Assistant Manager of Capital Programming determines which projects are recommended to senior management for funding consideration in the capital program as well as which projects to fund with federal grants. He or she develops policies and procedures to standardize collection and reporting of project information and improve operational efficiency. The Capital Programming Division is charged with tracking more than 200 capital projects as well as more than 200 monthly capital invoices. The Assistant Manager makes the final determinations on staff assignments and identifies process reforms to enable high-quality reporting on capital projects and timely and accurate processing and grant coding of capital invoices. The Assistant Manager prepares and presents materials for the quarterly Capital Project meeting with the MTA Administrator/CEO and makes funding recommendations to the Director, Office of Planning and Programming, Chief Engineer and the MTA Executive Team. The Assistant Manager is responsible for reviewing and approving all federal grant applications and all reporting to the Federal Transit Administration.
