Position Overview

VDOT’s Office of Public-Private Partnerships is seeking a Program Manager to lead identification and development of innovative solutions and technology-based concepts to enhance the efficiency of transportation system in the Commonwealth. The selected candidate will coordinate with other VDOT divisions and state agencies to identify alternative project delivery models to implement innovative solutions and new technologies; manage project development activities such as financial and technical feasibility analysis to develop a compelling business case; and lead the procurement and implementation of a project.

Minimum Qualifications

Experience working in alternative project delivery models, Intelligent Transportation Systems (ITS), transportation technologies, project finance, autonomous vehicles, and smart facilities or other relevant fields. Familiarity with transportation challenges and the emerging technologies utilized in the transportation field. Experience with project finance and Public-Private Partnerships.

Skill in financial analysis, business case development, and report writing. Knowledge of project and program development. Entrepreneurial mindset. Problem solver and independent thinker. Skill in developing and giving presentations to executives; must communicate effectively orally and in writing to technical and non-technical audiences.
