Assistant Manager- Transit Stops
This job is part of our Facilities department.

Summary of Job:

Under the direct supervision of the Transit Amenities & Facilities Manager performs administrative and contractor oversight, and supervision related to bus stop maintenance, contractual compliance, database editing, invoicing, special event set-ups, project coordination, and developing reports relating to asset management.

Essential Job Functions:

  • Assists the Transit Amenities & Facilities Manager by managing several contracts, bus stop maintenance databases and special event set-ups. Assures that contracts are complied with relating to shelter maintenance and security.
  • Manages the overall maintenance of bus stops through review of compliance and inspection of facilities. Reviews grounds maintenance, trash removal and facility repairs.
  • Coordinates with Transit Amenities & Facilities Manager the installation and maintenance of all JTA shelters and associated amenities. Maintains all contractual paperwork, invoices, and submits final invoices to JTA Finance department.
  • Coordinates with vendors on maintenance of JTA assets including but not limited to shelters, benches, and trash pickup.
  • Provides recommendations relating to the implementation of new services and facilities. Proposes shelter placements and types. Assists in the development of shelter specifications.
  • Assists with resolving customer complaints and questions, and responding to Bus Operator feedback forms.
  • Provides technical and analytical support to Transit Amenities & Facilities Manager in the form of GIS maps, spreadsheets, and written reports.
  • Attends various meetings to present information concerning bus stops and associated amenities. Coordinates with internal stakeholders and community groups concerning new shelters, benches, and other amenities
  • Prepares analysis of bus stop performance relating to ridership and asset data for management review.
  • Responsible for utilizing database management, GIS and planning software to manage, analyze, and prepare monthly, quarterly and annual reports.
  • Develops and maintains databases to perform analysis and prepare maps, charts, and tables that display the data.
  • Helps maintain a master transit stop inventory for JTA Facilities department for use by the staff using data from automatic passenger counters and scheduling software.
  • Identifies problems related to bus stop placement and associated amenities in data sets.
  • Performs related work as assigned.

Supervisory & Operational Authority:

  • This position has 4 direct report(s).

Compliance:

  • Responsible for completing all mandatory training classes. 
  • Responsible for reviewing and complying with all JTA policies, procedures and directives.
  • Conforms to all safety rules and wears/uses all appropriate safety equipment.

Required/ Preferred Experience:

Bachelor’s Degree in Urban Planning, Geography, Computer Science, Business/Public Administration, Statistics or related field and five years progressive experience in transit operations, planning and/or maintenance with a focus on quantitative and qualitative analysis. An equivalent combination of education, experience and training may substitute for a degree.

Knowledge, Skills & Abilities:

  • Knowledge of Federal, State and local regulation regarding use and construction of facilities.
  • Knowledge of ADA requirements relating to construction of shelters and facilities.
  • Possession of good oral and written communications skills.
  • Ability to present programs to community groups relating to new facilities.
  • Ability to resolve customer complaints in a tactful manner.
  • Proficient with a variety of software applications, such as spreadsheets (preferably Microsoft Excel), databases (preferably Microsoft Access), mapping (preferably ArcGIS and word processing (preferably Microsoft Word).
  • Ability to use Geographic Information Systems to support facility planning and communications.
  • Knowledge of various software programs used to track and archive transit amenity information (preferably Hastus and SPSS).
  • Knowledge of the Jacksonville metropolitan area and street network.
  • Ability to interact in a team environment.
  • Ability to work effectively in a fast paced environment with tight deadlines and competing priorities.
  • Ability to communicate and interact with audiences at various levels.
  • Ability to lead a team, or be a participant, regardless of position within the Authority.

Oracle Business Analyst II
This job is part of our IT department.

Summary of Job:

The Oracle Business Analyst II will be a liaison between JTA Business Process Subject Matter Experts (SME’s) Technology Team and Support Team to assimilate and articulate business ideas, suggestions and issues.  A Business Systems Analyst understands current business and systems processes and is able to assist with the development and documentation of future projects.

Essential Job Functions:

  • Maintains a Stakeholder Management Plan for each active Oracle Module assigned .
  • Performs job impact analyses when new functionality is introduced which feeds into training and communications
  • Consistently strives to promote and integrate Oracle “Best Practices” with business owners at all levels
  • Oracle EBS Oracle EBS Module(s) including Financials, Procurement, Enterprise Asset Management, Payroll, Human Capital Management, Grants Management or Inventory knowledge as a hands-on SME.
  • Owns User Productivity Kits for relevant Oracle modules assigned and works with end users on use of this tool.
  • Conducts training classes for assigned modules.
  • Sends out communications to stakeholders when certain functionality changes/or training is required.
  • Knowledgeable in at least 1 methodologies, such as SDLC, RUP, Agile, AIM.
  • Monitors Help Desk ticket resolution process for assigned Oracle Modules.
  • Analyzes Help Desk tickets for trends and actions.
