Summary of Job:
Under the direction of the Technology Manager, coordinates and executes technical support services to end user’s of JTA’s personal computers and telecommunications systems. Responsible for backups, patching, imaging, responding to Tier 1 alerts as appropriate, answering phones, completing tickets, and team coverage on the Service Desk.
Essential Job Functions:
Systems Engineering functions include, but are not limited to:
- Performs Backup Exec/SQL daily backup checks and escalates issues as needed.
- Addresses Service Desk issues and escalates to Systems Engineer II/III if needed.
- Checks monitoring programs daily for issues and escalates as needed.
- Responsible for updating Workstations/Servers with the latest updates.
- Responsible for updating Active Directory and keeping it current with the latest user information.
Service Desk functions include, but are not limited to:
- Responds to requests for technical assistance in person, via phone, and electronically.
- Diagnoses technical hardware and software issues.
- Performs root cause analysis and resolves issues.
- Researches questions using available informational resources.
- Advises users on appropriate action and follows standard Service Desk procedures.
- Identifies and escalates situations requiring immediate attention.
- Tracks, routes problems, requests, and documents resolutions.
- Remains current with system information, changes and updates.
- Supports remote access applications and hardware.
- Performs workstation administration, management, setup and configuration. Support both the workstation hardware and software. This includes Operating system installation, configuration and upgrade.
- Application, installation, configuration, hardware upgrades, and hardware/software troubleshooting.
- Manages and maintains email accounts and access rights.
- Performs administration, management, configuration and troubleshooting of network printers.
- Provides computer orientation to new hires.
- Responsible for imaging computers and keeping the image up-to-date.
- Prepares activity and standard statistical reports, such as help desk incident reports to identify re-occurring incidents.
- Logs and tracks calls using issue management database, and maintains history records and related problem documentation.
- Provides status to management periodically or as requested and performs other related duties as assigned.
Supervisory & Operational Authority:
- No direct reports.
Compliance:
- Responsible for completing all mandatory training classes.
- Responsible for reviewing and complying with all JTA policies, procedures and directives.
Required Education & Experience:
- Associates degree in Information Technology, Computer Science, Management Information Systems or other appropriate related field

- HS Diploma or equivalent; a total of 2 Certifications or Accredited College Courses in relevant Information Technology, Computer Science, Management Information Systems or other related areas; and a minimum of 1 years working in a Systems Engineer, Systems Admin or equivalent role

- HS Diploma or equivalent; and a minimum of 2 years working in a Systems Engineer, Systems Admin or equivalent role
Preferred Education & Experience:
- Active Directory, Exchange, and Upgrading Exchange in test and production environments
- Citrix Xenapp Product Line
- Virtual Environments, Tools, and Concepts
- Microsoft Certified Systems Engineer/Administrator
- CompTIA or A+ certified
- Rubrik or Backing up an HCI environment
- Windows PowerShell experience preferred for supporting the environment
- Deploying successful operating system patches or updates
Knowledge, Skills & Abilities:
- Knowledge of DNS.
- Knowledge of basic network technology, TCP/IP networking concepts, and basic network troubleshooting.
- Working knowledge of basic TCP/IP network architecture and internet protocols (HTTP/S, SMTP, and POP & FTP) and familiarity developing applications based on these protocols.
- Working knowledge of various server hardware including, but not limited to SCSI controllers, SCSI enclosures, RAID technologies and configurations.
- Working knowledge of Microsoft Windows Operating Systems.
- Working knowledge of TCP/IP networking and operating environments such as UNIX and Windows required.
- Experience deploying, supporting and testing applications.
- Experience with MS Exchange.
- Experience with Remote Desktop Solutions (Citrix, MS Remote Desktop, DameWare).
- Experience managing network shares, printer management, and networked applications.
- Experience with preparation of documentation maintaining issue tracking knowledge bases.
- Proficiency in the MS Office Professional Suite and with Microsoft Deployment Toolkit.
- Ability to learn and understand different technologies.
- Viruses’ behavior and inactivation/isolation experience.
- Skills with end-user PC issues and diagnosing system problems.
- Good research, creative solution making and problem solving ability.
- Ability to work well independently as well as part of a team.
- Ability to effectively communicate, both verbally and in writing with team members, as well as management and employees at all levels within the organization.
- Ability to maintain a high level of confidentiality.
- Ability to lift heavy equipment as needed.

Summary of Job:
Under general supervision of the Procurement Manager responsible for formal solicitation process for the procurement of goods and services, construction and professional services for all JTA divisions and coordinates and reviews the formulation and finalization of contracts as required in coordination with management and legal staff. The position establishes and maintains long-term working relationships or partnerships between the Agency and selected suppliers in order to improve time-to-delivery and to safeguard capacity, quality, cost and continuity in the long term.
Essential Job Functions:
- Manages the solicitation process and contract management process from cradle to grave.
- Assists in the development of the solicitation document and all supporting documentation.
- Reviews solicitations for accuracy and compliance.
- Coordinates and administers all public and non-public meetings related to the solicitation process.
- Analyzes bids and proposals to determine their responsiveness.
- Prepares tabulation sheets and presents them to the Bid Committee.
- Submits solicitation packages to committee members for evaluation and instructs them of current process for recording scores and evaluation process.
- Completes all supporting documentation to be submitted to the Procurement Review Committee (PRC).
- Coordinates the negotiation process once the contract is awarded.
- Maintains data base for the contract and solicitation tracking systems.
- Administers contract monitoring, administration and compliance.
- Performs and reviews contract compliance audits.
- Resolves minor conflicts or infringements arising from existing contracts.
- Develops and maintains templates for different types of bids or proposals and their respective contract boilerplates.
- Keeps up to date with market trends and new developments utilizing information for business improvement and commodity management.
- Ensures careful planning to achieve accurate and timely results.
- Keeps the Procurement Manager and Director of Procurement apprised of issues which require assistance to ensure compliance with legal terms and conditions of contractual agreements.
- Ability to work collaboratively to enhance JTA’s reputation for excellence through best practices, reviews, accountability for performance and continuous improvement.
- Provides guidance to the User Departments as required.
- Provides technical advice and assistance on advanced contracts and procurement issues.

Required/Preferred Experience:
Bachelor’s Degree in business administration, public administration, public policy or a related a related field. Two years’ experience in contract administration or procurement, preferably in the transportation field. A combination of education and experience may be substituted for degree. Certification by a related national association is preferred.
Knowledge, Skills & Abilities:
- Knowledge of the law governing public procurement and contract management.
- Knowledge and understanding of contracts and the public procurement process.
- Proficient in the operation of Microsoft products with emphasis in Excel and Word.
