  • Design standard SCADA systems that include: SCADA and HMI cabinet, SCADA architecture drawings, fiber optic one-line drawings, patch panel details, points lists, substation communication panel, O&M communication panel and overall communication plan.

Engineering Coordinator – 46731

WSP is currently initiating a search for an Engineering Coordinator for our Virginia Beach office. This is an exciting opportunity to work on the Hampton Roads Bridge Tunnel (HRBT) Expansion project.  It is a $3.8B design-build project to add 2 new subaqueous bored tunnels and widen 8 miles of freeway.  The project started in the spring of 2019 and is to be completed in the fall of 2025.  Design is about 60% complete, all major permits have been obtained, and full construction NTP was achieved in September 2020.  WSP is leading the owner’s team and is co-located in the project office with the Virginia DOT (owner) and HRCP (design-builder).  Our executive team needs help in running the day-to-day aspects of the project.

Duties and Responsibilities:  

Assist the executive management team on day-to-day tasks, that include:

  • Compose letters and responses to incoming correspondence concerning project technical and commercial issues, and work with legal team for reviews and approvals.
  • Manage correspondence logs, response times, third party reviews, and approval processes
  • Assist Design Managers with timely resolution of review comments.  Identify the need and secure additional reviewers when needed to meet schedule.  Coordinate between different discipline reviewers to reconcile and align comments. 
  • Oversee or perform internal studies and investigations to resolve specific technical or commercial issues.
  • Coordinate with design-builder team to expedite and resolve open technical and commercial issues.
  • Track progress and facilitate timely completion of internal reviews and studies.
  • Interface with select members of the Design/Builder team to expedite issue resolution between design and construction side of the Owner’s team.
  • Participate in or lead meetings within the Owners Team and between the Owner and Design Builder.

Under the direction and supervision of the Supervising Right of Way Utility Manager, acts as Utility Design and Right of Way reviewer for each Design Build contract; coordinates and tracks right of way utilities effort for the contract; serves as the single focal point for utility issues and facilitate utility easements, Joint Use Agreements (JUA) and Consent to Common Use Agreements (CCUA) with the Right of Way Utility group.
 
Duties and Responsibilities:
  • Review utility relocation design plans and right of way maps for the following determinations: recommend approvals on all utility liability determination packages submitted by the utility relocation staff; this includes all aspects of review for quality control, prior rights determination, betterment, and credits for Federal Rail Administration approval.
  • Review and recommend approval of preferred utility relocation alternatives based on scope, right of way, schedule, and cost impacts.
  • Provide oversight and recommend approval of all justifications submitted by the Design Builder in regards to utility relocations and replacement right of way for utility facilities for all utility owners.
  • Review right of way acquisition maps prepared by the right of way consultants and identify easements that are incorrectly labeled.
  • Review easement exhibits prepared by all Design Builder for all utility owners.
  • Provide oversight and reviews property rights conveyance documentation with Third Parties to ensure documentation is correct.
  • Work in concert with other regional Senior Right of Way Agents to develop new or revised procedures and ensure they are implemented uniformly.
  • Provide technical assistance to staff, regional managers, utility owner representatives, and other people as needed on utility issues, to ensure appropriate and consistent   interpretation   and application of Master Agreements, policies and requirements on complex utilities relocations.
  • Review and distinguish land rights for the CCUA/JUA, easements, and licenses with the third parties. Conduct and coordinate review of Utility rights crossing excess land.
  • Assist in the Right of Way Certification Process. Create a mechanism to track information for all utility owners. Represents Right of Way Utilities at all meetings as requested.
