Summary of Job:

Under the direction of the Chief Transportation Officer, the General Superintendent Transportation is one of two employees at this level responsible for the execution of the fixed route transit service and business activities, including leadership, administrative and operational activities. The responsibilities of the department are divided between the two general superintenendents with each having roughly one half of the operators, management and supervisory staff required to deliver service under their purview. On a predictable and planned schedule, transportation superintenendents will rotate through various positions, with two of the four reporting to each General Superintendent at a time.  The General Superintenendent needs to manage with a department wide focus such that as the rotation occurs, there is a seamless transition. Primary responsibilities include the development and implementation of programs, processes and procedures that ensure the timely and efficient delivery of excellent transit service to JTA fixed route customers with a very high level of customer service. Partnering with labor leaders and leading the Transportation Department through organizational and cultural changes required to attain excellence are paramount for success in this role.  Setting the tone for respectful and professional interaction in the work place and amongst and between employees is expected, as is holding all accountable for excellent and professional work products and service.  The incumbent is seen as key in, and responsible for, establishing effective union management relationships.

Essential Job Functions:

·       Responsible for leadership, direction, and execution of efficient and effective fixed route

Operations. 

·       Responsible for full collaboration with the partner general superintendent, to ensure that programs, processes and procedures are developed fully and that presentation and

implementation are seamless across the organization.

·       Responsible for a high level of effective leadership with focus on developing excellent

customer service skills and customer focus among all transportation employees.

·       Responsible for developing and implementing effective programs, processes and procedures to ensure that all safety and operational activities are performed efficiently and as appropriate at all levels of the Transportation Department under the incumbents’ purview.

·       Responsible for assuring the effective delivery of fixed route transit services including safety, customer service and on-time performance.

  • Responsible for leading and ensuring that safety is paramount in all work for members of the Transportation Department and work closely with the Safety & Security Division as well as Training and Human Resources to improve performance and implement needed changes as required and appropriate.
  • Manages and leads employees and holds all accountable for performance and attitude with an approach that is fair, honest and developmental when appropriate.
  • Assures the development of effective and respectful interactions between the management and supervisory staff and bus operators, and the development of a positive work environment for all Transportation employees.
  • Assures the effectiveness of the performance of assigned personnel, including the equitable/consistent treatment of all bus operators, the impartial and consistent administration of discipline, and the encouragement of bus operators to perform at the highest level of professional conduct.
  • Plans and directs programs to improve the performance of all assigned staff.
  • Assists in the effective planning and support for all special events in conjunction with other JTA and JTM team members.
  • Supports the administration of the Federal Transit Administration’s Drug and Alcohol Program, as appropriate and in conjunction with other JTA and JTM managers.
  • Initiates and administers counseling and progressive discipline to assigned staff.
  • Ensures excellent recordkeeping pertaining to all discipline, time and attendance, and performance as well as any other appropriate records.
  • Full understanding for the need for order, structure and process repeatability in a professional and regulated transit operating environment.
  • Hears and resolves grievances, and assists in preparation of cases for arbitration with legal counsel.
  • Works closely with other departments and divisions, ensuring the accuracy of employee and Operations records for compliance with internal policies and procedures, and State and Federal requirements.
  • Continuously monitors performance in all pertinent areas to include safety metrics, daily service metrics, customer service metrics, and time and attendance among others.
  • Develops and leads on goals and initiatives to improve performance at all levels of the Transportation Department.
  • Responsible for the effective performance of the operations supervisors and dispatchers. 
  • Prepares weekly summary reports of superintendent, supervisors’ and dispatchers activities for the Chief Transportation Officer.
  • Actively monitors the performance and effectiveness of the superintendents, supervisors and dispatchers to ensure leadership, management and supervision competencies.

·       Investigates incidents and complaints as appropriate and provides complete information, along with recommendations for appropriate action.

  • Provides assistance in the development of “operational notices.”
  • Assists the Chief transportation Officer in preparing for staff meetings, Operator Safety and Town Hall meetings and Transportation Focus Group committee meetings, and other meetings as required, directed, or appropriate.
  • Develops and manages the budget for fixed route.
  • Assumes mandatory and developmental training is conducted for all employees.
  • Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.
  • Performs other duties as required.

Supervisory & Operational Authority:

·       This position has 3 direct report(s).

Compliance:

·       Responsible for completing all mandatory training classes.

·       Responsible for reviewing and complying with all JTA policies, procedures and directives.

·       Responsible for ensuring all direct reports have taken all mandatory training.

Required/ Preferred Experience:

 

A bachelor’s degree from an accredited college or university and a minimum of five years experience in the public transportation industry, including progressively responsible managerial experience is required. An equivalent combination of related college-level coursework and additional years of appropriate experience may substitute for the degree. Thorough familiarity with fixed route transit operations practices and procedures is required, as is experience working with union labor contracts and the related work rules and practices governing transit system operations. Experience in budget development and administration is also required.

 

Knowledge, Skills & Abilities:

 

 

·       Proficient in the use of Microsoft Office Software.

·       Excellent knowledge and understanding of fixed route transportation principles and practices.

·       Excellent understanding of transit scheduling software.

·       Knowledge of Federal Transit Administration drug regulations in both substance abuse and alcohol recognition for reasonable suspicion.

·       Knowledge of employee counseling techniques and collective bargaining procedures and laws.

·       Ability to remain calm, professional and focused while working in a fast paced environment with changing and evolving priorities.

·       Ability to track multiple and competing assignments and priorities through to completion.

·       Communicates in an appropriate manner in business dealings to include detailed report writing and holds others under their purview responsible for thorough and accurate reporting and excellent work products.

·       Should have a good knowledge of the geography of the Duval County service area, the alignments and markets of the fixed routes, the nature of the street system and traffic conditions, and other factors that influence the delivery of fixed route transit services in the area is required or ability to quickly develop the knowledge is required.

·       The ability to work a flexible schedule including nights, weekends and holidays.
