Position Objective |

Serves as the lead for a team delivering training primarily to trainee and incumbent Assistant Conductors and Conductors.
Oversees the day-to-day training activities and follow-up of individual contributors on the team.
Serves as the primary relationship manager with leadership in the Transportation Department (e.g., Conductor Compliance, Operating Rules) regarding all issues concerning training of Assistant Conductors and Conductors and recertification of Conductors.
Responsible to analyze Assistant Conductor/Conductor performance issues, including safety-critical issues, and to recommend and implement training and non-training recommendations to address those issues.
Balances conflicting priorities to achieve training objectives.
Leads, develops, and motivates Conductor training staff.
Coordinates with Assistant Director, Locomotive Engineer Training, on planning and implementation of shared training responsibilities, including but not limited to recertification training for Locomotive Engineers and Conductors.
Coordinates with other team leads in the Training Department to implement joint program initiatives, address logistical/resource issues, and support program development efforts.

Minimum of five (5) years of related experience. Must include experience training and/or certifying Conductors. Experience may include relevant training and qualification periods, as well as education in addition to or beyond the above requirement.
Licensed Conductor, qualified on Metro-North Railroad Operating Rules and Physical Characteristics or previously qualified with the ability to rapidly requalify.

Summary | |
The PCAC (Permanent Citizens Advisory Committee to the MTA) was created by the NY State Legislature to advise the MTA on behalf of its riders. PCAC is the umbrella organization of the NYC Transit Riders Council (NYCTRC), the Long Island Rail Road Commuter Council (LIRRCC), and the Metro-North Railroad Commuter Council (MNRCC). Our work primarily focuses on advocating on behalf of riders and advising the MTA on operational performance and capital projects through our reports and policy recommendations. Our work also includes support for adequate funding and improving transparency for all to have a better understanding of the MTA.
The Research and Communication Associate is responsible for assisting with various activities and projects related to PCAC’s advocacy work on behalf of MTA riders through primary support to PCAC and additional support to all three Councils; researching and supporting report development and production; researching and writing testimony, op-eds, letters to the editor, and press releases and statements under tight deadlines; managing PCAC and Council website and social media; and supplementing PCAC staff outreach activities. | |
Responsibilities | |
Under supervision of the Executive Director, the Research and Communications Associate will act independently and support PCAC staff, our MTA Board Members and Councils, and represent the organization in meetings and in public forums.
Writing Quarterly Chair reports for PCAC, and monthly Chair reports for LIRRCC, MNRCC, and NYCTRC.
Attending meetings and public hearings as needed.
Researching issues and drafting testimony for MTA Committee and Board meetings.
Conducting research on public transportation-related topics selected by PCAC and riders’ Councils and supporting report and white paper development through writing and editing (i.e. Freedom Ticket, Getting Riders Back On-Board, 100 Days/100 Nights, Keeping NY on Track and PCAC’s Annual Report).
Developing public information and outreach items including reports, brochures, op-eds, media advisories and releases, articles, and blog posts.
Reviewing, writing and updating PCAC website content, including articles, press appearances, blog posts, calendar, and Council meeting agendas.
Monitoring and managing social media presence and researching and recommending public outreach channels
Assisting PCAC and Councils in initiating and maintaining outreach and advocacy programs for transit improvements to benefit riders and commuters on the MTA system.

Position Objective | |
The purpose of this position is to develop, using input from rail simulations, customer impact evaluations and operations assessments Metro-North Railroad train schedules reflecting optimal crew and equipment assignments, effective coordination with cyclical schedule changes and responding to ad hoc changes. | |
Responsibilities | |
Develop optimal Crew Run Assignments, equipment plans and track assignments by line segment to support Metro-North Railroad Schedule, both planned and ad hoc schedule changes, holiday schedules, special events and service disruptions. Manage the development of appropriate levels of train staffing based on proper application of ridership data, train schedules, and equipment programs. Input crew and equipment assignment data to TrainPlan, HASTUS and TT75. Prepare data and files for IT to load for production of crew books. Coordinate with Operation Services Department, Labor Relations Department and ACRE representatives to ensure planned assignments support schedule and adhere to all collective bargaining requirements. Chair Revenue Collection Task Force with internal Departments to monitor overall effectiveness of revenue collection and participate in development of initiatives to improve onboard revenue collection while controlling costs. Perform periodic evaluation of schedule criteria and equipment standards to recommend improved criteria and/or assignments. Ensure all schedules promote safety and efficiency of operations. | |
Required Qualifications | |
Working knowledge of a crew scheduling systems, preferably HASTUS or TrainPlan. Working knowledge of Metro-North Railroad equipment scheduling system TT75 or TrainPlan. Knowledge of ridership demand analysis and service planning. Excellent verbal and written communications skills, including presentation skills. Strong quantitative and analytical skills. Strong organizational skills needed to manage complex databases. Strong ability to exercise a level of independent judgment and decision making. Ability to work well under pressure, handle multiple tasks simultaneously and prioritize workload while adhering to deadlines. Effective interpersonal communication skills with the ability to interact with all levels of management and external contacts. Proficiency with Microsoft Office suite and/or comparable system applications. Knowledge of manpower planning, payroll, statistical and budgetary constraints. | |
