The individual in this position reports to the Senior Director of Security, Risk and Emergency Management and the Director of Safety and performs work related to safety, security, risk, and emergency management activities consistent with APTA business plan objectives and APTA members’ requirements. This individual is responsible for supporting the safety, security, risk, and emergency management programs as well as the standards development program and is a liaison with federal and state government agencies. The position will also provide support to committees, conferences, webinars, workshops, safety audits and peer reviews, as assigned. The position is also responsible for the ongoing development and management of information and resource tools to support the safety, security, risk, and emergency management functions of the APTA Technical Services and Innovation Department.

DUTIES AND RESPONSIBILITIES:

Specific duties and responsibilities may include but are not limited to the following:

  • Coordinates technical support of rail, commuter rail and bus transit systems relative to the development and implementation of safety programs;
  • Provides direct support for rail, commuter rail and bus safety and security, risk and emergency management training seminars and workshops;
  • Assists the security, risk and emergency management and safety groups in the preparation of reports and building of programs (i.e., invitation of speakers and gathering of presentations) for APTA’s major conferences, meetings, webinars, and overall departmental efforts;
  • Maintains liaison and activities with external stakeholders and federal partner agencies, including: the U.S. Department of Transportation, the Federal Transit Administration, the Department of Homeland Security, the Transportation Security Administration, the Federal Railroad Administration, and Operation Lifesaver, Inc.;
  • Facilitates industry participation in federal advisory committees (i.e., TRACS, RSAC,STSAC and PAG) and supports industry efforts to comply with safety and security rulemakings;
  • Conducts research of safety and security, risk, and emergency management issues on behalf of the transit industry or to address a specific internal or external inquiry;
  • Supports and maintains the Safety, Security and Emergency Management Resource Library section of the APTA website, and collaboration pages for APTA safety and security committees;
  • Manages the Safety and Security Excellence Awards program, to include selection of independent judging panel, solicitation of nominations, facilitation of selection process, and support of planning final presentation of awards;
  • Serves as a staff auditor on safety management system audits, as assigned, or as staff support/lead to APTA peer reviews, as assigned and assists with the preparation of safety audits and peer reviews, including preparation of final presentation and final reports, taking of notes during interviews, and communication with auditors/peer review panelists;
  • Supports the management of the security standards working groups, the Bus Operator Training working group, the Security Affairs Committee, and the APTA Safety Committees (Bus Safety, Rail Safety, Commuter Rail Safety and Security Subcommittee, and the Safety Coordinating Council);
  • Updates the inventory and compilation of current and ongoing best practices as they relate to APTA safety and security and risk programs;
  • Assists with the dissemination of operations, safety, and security industry issues, agency events and incidents, and other forms of information of value and interest to APTA members and members of the APTA safety and security committees;
  • Assists with posting information, inquiries, outreach, and balloting for standards/recommended practice documents on APTA Connect for the 4 safety committees, the Security Affairs and Security Standards and Planning committees, the Risk Management committee, and the safety & security working groups;
  • Assists with executing monthly Safety Spotlight webinars to APTA transit and business members, and includes guest speakers from agencies and organizations such as the Federal Transit Administration, Operation Lifesaver, and others;
  • Supports the Public Transit Information Sharing and Analysis Center (PT-ISAC) and Homeland Security Information Network (PT-HSIN); and
  • Performs additional duties, as assigned.

MEASURES OF ACCOUNTABILITY:

Program Development

  • The degree to which programs/projects are completed in a timely, efficient manner;
  • The degree to which programs/projects are properly coordinated as measured by effective achievement of program objectives; and
  • The degree to which thorough, meaningful written documentation is produced which effectively and clearly presents the results of program work.

Association and Department Activities

  • The degree to which a high level of cooperation and communication is achieved and maintained with committees, Association members, APTA staff, government, and other organizations to achieve the stated goals and objectives;
  • The quality and timeliness of support given to other staff members;
  • The degree to which APTA working groups, committees, conferences, and workshops are supported, including but not limited to, the thoroughness and timeliness of the organization of meetings and conferences and the quality of the programs organized for such events; and
  • The quality and timeliness of support given to APTA safety audits and peer review panels.

Project Assignments

  • The degree to which research is conducted with meaningful results which are of utility to APTA’s members, including timeliness and with effective communication of the results; and
  • The quality and effectiveness of all other support given to APTA objectives and APTA members’ requirements.

QUALIFICATIONS:

Requirements include a bachelor’s degree in business, management, public policy/political science or a safety/security, risk, or emergency management-related discipline. Experience in transit management, with one or more years in safety and/or security is desired. Experience with auditing is a plus. Successful candidate must have strong project management skills, excellent oral and written communications skills, and a passion for providing quality service to APTA’s members.

The individual in this position reports to the Vice President-Mobility Initiatives and Public Policy and is responsible for organizing, planning, mobility, and sustainability activities that support APTA’s policy and environmental program goals. The position requires extensive communication and interaction with APTA members and non-members.

DUTIES AND RESPONSIBILITIES:

Specific duties and responsibilities may include but are not limited to the following:

  • Serve as staff advisor to APTA’s Planning, Policy and Program Development Committee and its subcommittees (Major Capital Investment Planning Subcommittee; Environmental Subcommittee; Transit Performance Management Subcommittee; Metropolitan and Municipality Planning Subcommittee; and the Environmental Justice/Title VI Subcommittee). The position also supports the associated work plan activities and working groups.
  • Serve as staff advisor to APTA’s Sustainability Committee and its subcommittees. The position supports the associated work plan activities and working groups.  Duties include planning and organizing workshops, panel sessions, webinars, presentations, communications, briefs, and other activities related to environmental, social, and economic sustainability and aligned to APTA’s Strategic Plan.
  • Support the administrative management and program tasks identified in APTA’s cooperative agreement with the National Center for Mobility Management, working collaboratively with the Federal Transit Association, the Community Transportation Association of America, and Easter Seals.
  • Serve as staff advisor to the APTA Mobility Standards, and Sustainability and Urban Design work groups and their standards-development activities, while seeking broad engagement from APTA membership.
  • Serve as project manager for the annual APTA Sustainability & Multimodal Planning Workshop including the development of abstract themes, selection and general coordination of all activities for the workshop.
  • Track, analyze, and develop industry comments on policy and regulatory matters involving transportation planning and sustainability, including but not limited to the National Environmental Policy Act (NEPA), Transit Oriented Development, FTA Capital Investment Grant process and criteria, Federal Clean Air Act conformity, historic preservation, and Environmental Justice as they affect public transportation programs and capital projects.
  • Track and monitor changes in performance-based energy and environment programs for high performance buildings and facilities such as EMS, LEED, LEED-ND, ENERGY STAR and their impact on transit.
  • Develop, maintain, and continually enhance the APTA Mobility Innovation Hub.
  • Serve as APTA representative on the National Rail Volution Steering Committee, participate in its meetings and activities, and keep senior staff advised on policy issues affecting APTA.
  • As assigned, represent the Association at conferences of public and special interest groups; and
  • Support ongoing transportation planning research efforts and serve as liaison to selected research projects conducted through the Transit Cooperative Research Program.
  • Other duties as assigned, including support as needed for other projects and activities of APTA’s Policy Department.

  • Quality of communication materials and presentations.

QUALIFICATIONS:

Bachelor’s degree in urban planning/transportation, public administration or related field, three to five years’ work experience with programs related to public policy. In addition, candidate should be familiar with federal transit planning, policies, and programs as well as major issues and priorities in public transportation.  Strong writing and communications skills required.  Must be able to travel to conferences and meetings as needed.
