Assistant Manager, JFK AirTrain

The Aviation Department is looking for an Assistant Manager, Air Train to oversee the day-to-day business management of the John F. Kennedy International Airport AirTrain system.

About JFK Airport Air Train – In 2019, JFK AirTrain served over 20,900,000 customers operating at an average 98.8% availability.  This vital public transportation link to JFK Airport operates 24 hours, 7 days a week, every five minutes during peak periods, connecting passengers to and from the New York MTA Subway and Commuter train and bus lines.  AirTrain is a critical gateway to welcome the world to New York City.
This is a unique opportunity to be part of the team that oversees one of the few fully automated train operations in the eastern region and the essential component of the JFK Airport transportation infrastructure.

Reporting to the Manager, JFK Air Train, the Assistant Manager, Air Train will interface and liaise with various departments within the agency to prepare action plans and will be responsible for managing agreements and relationships with partner transportation agencies and regional partners including but not limited to the Metropolitan Transportation Authority, Long Island Railroad, New York City Transit and New York State Department of Transportation.  

Specific responsibilities include, but are not limited to:

  • Monitoring the daily operation and maintenance of the JFK AirTrain and acting as deputy to the Manager, AirTrain.
  • Coordinate activities with Landside Operations to assess operational impacts and to enhance the customer experience
  • Collaborate with Landside Operations and the Airport Operations Centers for all service modifications and/or disruptions. 
  • Participate in the Emergency Operations Center as required during severe weather events or airport emergencies.
  • Coordinating the implementation of the contractually required Capital Asset Replacement Program
  • Overseeing contractor adherence to system performance requirements and all maintenance activities
  • Leading weekly maintenance meetings with Port Authority and contractor staff
  • Overseeing contractor maintenance of Elevators, Escalators and Moving walkways and collaborate with all necessary parties to communicate the status and action plan for any downtime events

Senior Business Intelligence Analyst

Responsibilities

The Aviation Department is seeking a Senior Business Intelligence Analyst who has interest in the aviation industry, data analytics, business intelligence, and wants to help support the strategy for long-term development of the Port Authority system of airports. The Senior Business Intelligence Analyst will be responsible for collecting, reporting, analyzing, and communicating the implications of passenger, operations, and cargo data from over 100 airlines at the five airports in the Port Authority system; John F. Kennedy International (JFK), LaGuardia (LGA), Newark Liberty International (EWR)Teterboro (TEB), and New York Stewart International (SWF) airports.  

Reporting to the Manager of Strategic Analysis & Forecasting, this position serves a crucial role for the team that develops forecasting models, industry intelligence and strategic analysis to support the Aviation Department’s business and strategic plans, terminal and capacity improvements, and revenue estimates. The Senior Analyst manages the unit’s SQL Server database and is responsible for using Tableau, Power BI, and other analytical tools to perform the following duties:

In this role you would have the unique opportunity to generate short-term and long-term passenger and aircraft activity forecasts for all Port Authority airports that are complemented and enhanced by our aviation industry and economic research. The forecasts are used for a variety of internal planning and revenue forecasting purposes. In addition to forecast projections, the Unit produces analytical products (e.g., dashboards, and white papers) used by all staff within the Department and at PANYNJ airport facilities.

Specific responsibilities include, but are not limited to:

  • Lead the Unit’s forecasting efforts for our airports, including passengers, cargo, operations, fleet, and fuel on a short-term and long-term basis by using econometric modeling, scenario analysis, and industry research
  • Manage the underlying SQL Server database for the new Airline Data Entry Portal (ADEP) and work with our consultant partner on updates and enhancements to the web-based system. Define data governance processes, audit, and framework for controls around data collected from this system
  • Help prepare analytical documents and presentations, including an annual “Year in Review” report highlighting activity at our facilities, “Quarterly Briefings” sharing industry trends with our colleagues, as well as required data analytics and business intelligence reporting to the City of New York

Supervisor- Financial Services

Under the supervision of the Manager of PATH’s Financial Services Unit, the successful candidate will assist the Manager with the overall supervision of PATH’s financial operating and capital performance reporting.  At the direction of the Manager this position will be responsible for assisting in the coordination of the annual departmental Budget for PATH, to interact with the Office of Management and Budget Department and provide guidance to assure that all assumptions and submissions are accurate, documented, and logical and represent the true cost of operating the PATH system. The successful candidate will provide oversight of the application, management and administration for FTA Grants, including, but not limited to, managing the funds for the FTA’s Public Transportation Emergency Relief Program.  PATH currently has a portfolio of Hurricane Sandy Emergency Relief Federal Transit Administration (FTA) Grants in excess of $1 billion and is required to follow strict compliance regulations for full grant administration.  The Supervisor, Financial Services will manage the regulatory requirements of these funds and will be responsible for administering the grants ensuring compliance with federal regulations such as project and expense eligibility, Financial controls, Title IV, Disadvantage Business Enterprise (DBE), and Procurement procedures.  

  • Supervision of financial and grant management staff supporting the PATH Budget, Capital and Grants Program and financial services.
  • In the absence of the Finance Manager, represent the Manager in all meetings, presentations, matters that would otherwise require the Finance Manager’s attention.
  • Reviewing and interpreting FTA guidance and ensuring that all grant compliance program requirements are met.

  • Review the monthly dashboard and memo analysis prepared by Management and Budget Department for the CFO’s roundtable meeting and provide the CFO’s Office with monthly KPI’s (Average Fare, Farebox Recovery Ratio, Operating Ratio) to facilitate the development of these documents.

Senior Risk Analyst

The Treasury Department is seeking a Senior Risk Analyst to join their team. Under the supervision of the Manager of Risk Financing, the Senior Risk Analyst will analyze all manner and types of contracts that the Agency enters into (e.g. construction contracts, leases, permits, easements, rights of entry, MOU’s); be able to identify exposure to liability or financial loss that may result from claims arising from bodily injury or property damage, and craft insurance language that will transfer risk to the counterparty.

The successful candidate’s responsibilities shall include but will not be limited to: 

  • Review complex contracts to identify and quantify risks. Verify that adequate insurance coverage has been provided and is being maintained by all parties to a contract.
  • Recommend specific insurance language and ensure that it is being implemented in the final version of the contract.

Lead Functions:

  • Strategy & Concepting: The Social Media Specialist will participate in the development and execution of social media strategies, including the overarching social media playbook and campaigns.
  • Campaign and Content: The Social Media Specialist will be the primary developer of content with an emphasis on the copywriting. From time to time, the Specialist may have to develop graphics in addition to guiding partners (e.g. creative services, freelancers, and ad agency) in the content creation process.
  • Monitoring Social Feeds: The Social Media Specialist, in consort with other customer engagement/service disciplines, shall monitor activity of customers (including feedback) on the social media feeds.

Labor Relations Analyst

Under the direct supervision of the Chief Negotiator, PATH Labor Relations, the incumbent provides analytic and logistical support to execute PATH’s collective bargaining strategies and labor relations functions, to include dispute resolution and application of contract language.  Key tasks include economic analysis of bargaining positions and strategies; industry research; analytic support for preparation of grievance responses and arbitration positions; and consultation to PATH staff and union officials regarding appropriate interpretation of contract language.  The incumbent performs analysis pertinent to PATH’s attendance management function, to include research of best practices, implementation of training and educational protocols, and transactional administration of attendance/absence matters.

Additional responsibilities include managing PATH Corporation and PATH Department new employee on-boarding; administering discipline and grievance disputes for issues related to attendance; implementing strategies that overcome FRSA whistleblower challenges and updating /implementing  the PATH Attendance Policy (including support on all legal and labor directed challenges).

NOTE:  The incumbent of this position has a high visibility and mission critical role managing COVID absence tracking and contact tracing, interfacing 24×7 with HRD/OMS/field supervisors to efficiently manage covid issues; and coordinating data and analytics for absence and vaccination processes.  The incumbent is a direct contact for Executive level dashboard analytics and weekly data review.

Cyber Security Auditor

Responsibilities

The Audit Department is responsible for providing internal auditing services in the Port Authority, including reviews of business processes, systems and operations, as well as the examinations of the records of tenants and contractors that do business with the Port Authority. The Audit Department reports to the Inspector General and the Audit Committee of the Board of Commissioners.

The Information Systems & Technology Audits Division is responsible for evaluating the adequacy and effectiveness of controls applicable to the organization’s computer and technology environment. The Information Systems & Technology Audits Division is seeking Cyber Security Auditor to join their team. The selected candidate will be responsible for:

  • Conducting general controls reviews, system security audits, application reviews and pre-implementation reviews.
  • Performing integrated reviews to evaluate both business applications and process.
  • Performing risk assessments to determine the scope of the audit assignment.
  • Preparing workpapers documenting the results of the audit.
  • Evaluating results of IS audit and system vulnerability tests and making recommendations for enhancements to procedures, controls and administrative practices to safeguard agency information, applications infrastructure, security, etc.
  • Discussing findings and recommendations with PA management, contractor or consultant staff
  • Preparing draft reports.
  • Providing computing and data analytics support to the Audit Department.

Note: Must be able to travel to other Port Authority facilities as well as PA auditee locations/offices as needed.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Information Systems, Computer Science or related field from an accredited university or college.

Ideal candidates will present the following profile:

  • Some experience in an auditing and/or a cyber-related position is preferred.
  • Understanding of cybersecurity, cloud computing, operating and database systems, networking hardware/software (including, firewalls, virtual private networks, routers, switches, etc.), web applications, ERP systems (e.g. SAP and Peoplesoft) and associated risk and control concepts. 
  • General understanding of internal controls reviews to ensure effectiveness and accountability.
  • Working knowledge of data analytics, vulnerability assessment, and network security tools.
  • Understanding of computer hardware, network, operating systems and database concepts.
  • Familiarity with one or more IT security and control frameworks such as COBIT, IIA GTAG, ISO 27000 and NIST.
  • General understanding of risk-based auditing techniques.
  • Working knowledge of ERP systems such as SAP and Peoplesoft.
  • Working knowledge of audit data analytics and vulnerability assessment tools.
  • Proficiency with Microsoft Office tools (Word, PowerPoint, Excel, Access).
  • Demonstrated ability to meet deadlines, work independently and prioritize work.
  • Ability to cultivate and maintain effective working relationships with both internal staff and external partners.
  • Effective analytical and problem-solving skills.
  • Effective written and oral communication skills.
  • Willingness to learn and develop new skills.
