Job Announcement

Develops, reviews, and manages intersection, roadway, and other multi-modal transportation facility studies and projects plans, providing routine and complex transportation planning, traffic engineering, and design analyses and reviews for these project design plans and studies. Prepares written materials to describe the results of technical evaluations, analyses, and reviews performed. Coordinates project-specific plans and studies as well as special transportation program activities within the department and with other county, state, and federal agencies, consultants, elected officials, and citizens. Prepares, oversees, and monitors program and project schedules. Prepares project planning studies, project scopes and schematic functional layouts for multi-modal transportation improvement projects. Manages and reviews consultant studies and designs. Reviews the technical work of other staff.

Other responsibilities include:

  • Reviews and critiques traffic studies submitted to the county on transportation facility design plans. Reviews and oversees environmental studies for transportation projects. Performs traffic safety analysis and reviews and analyzes accident data.
  • Uses traffic engineering and planning software for analysis and simulation of roadway capacity and level of service.
  • Prepares technical reports, correspondence, board items, status reports, meeting summaries, and other written materials and makes presentations as needed to describe the results of technical evaluations, analyses, and reviews performed.
  • Performs project management duties requiring a high degree of competence in both technical and administrative aspects, including highly complex, public-private partnership act (PPTA) and four-year transportation program projects. Monitors project grant requirements when applicable.
  • Off-site meetings and site visits may require the operation of a personal and/or county vehicle.

Job Announcement

Assists in the day-to-day technical oversight and administration of the Fairfax Connector fleet, support equipment management and maintenance programs. Provides technical support, analyzes contract compliance with the service provider, and identifies performance-related issues using fleet maintenance management software applications. Maintains inventories and databases associated with the various fleets and maintenance related support equipment. Administers the fleet management applications and provides technical reports using the information from them.

Responsibilities include:

  • Assists with the planning, monitoring, and evaluating contract service provider’s fleet maintenance program. Administers through various means and measures contract compliance and maintenance performance.
  • Develops periodic reports on fleet operation and performance. Monitors fleet metrics, including fuel and fluid consumption, excess idling, vehicle allocations, miles and engine time per vehicle, road calls/change offs, preventive maintenance schedule and sequencing, component unit changes and compliance with safety inspections, etc.
  • Conducts periodic inspections/verifications. Records and documents field observations, performs record reviews based on established standards, conducts maintenance management system queries, and performs data analysis. Analyzes current fleet maintenance data to identify trends. Maintains technical expertise in fleet maintenance and management programs.
  • Participates in fleet and support equipment procurements. Maintains files using software applications for the inventory of all fleet fixed and support equipment assets, including warranties, extended warranties and service agreements. Projects replacement timeframes and costs.
  • Coordinates specific one-time maintenance program activities and functions as directed, including fleet maintenance campaigns, implementation of fleet maintenance management software applications and research as may be required. Performs other duties, tasks, and assignments as required.

Coordinates all service delivery implementation for Fairfax Connector service. Oversees contract service providers and support contractors to manage daily performance of scheduled transit services. Monitors and evaluates service delivery in accordance with contractual requirements, operating policies and procedures, and industry standards to meet operational requirements. Works collaboratively with other division/section of Department of Transportation, county agencies and regional organizations to promote the Fairfax Connector and increase the ridership.   • Ensures private contractor compliance with contractual terms regarding the provisions of service delivery requirements. Collects and analyzes information related to operational performance, meets regularly with private contractor (s) and staff to ensure contract compliance.
  • Evaluates the operational performance of the Fairfax Connector including service standards, ridership trends, customer service trends, American with Disability Act compliance, mystery rider, bus stop evaluation and monitoring, and other aspects of operational service delivery. Utilizes various Intelligent Transportation Systems (ITS) and data to evaluate performance.
  • Carries out staff cross-training assignments within the section, including bus service planning, bus contract administration, emergency preparedness, incident management, and coordination of exceptions to regularly scheduled bus service delivery.
  • Facilitates development of emergency plans and ensures compliance with all local, state, and federal emergency management protocols. Coordinates with county, regional service providers, other divisions/sections of Department of Transportation.
  • Represents the unit or division at community, state and national events. Off-site meetings may require the operation of a personal and/or County vehicle.
  • Maintains a 24/7 on-call status on an assigned schedule, to report and manage accident, emergency preparedness and incident notification.

Performs transportation funds programming, cyclical budgeting activities, and liaison duties on behalf of Fairfax County. Manages Fairfax County’s Fund 40010 (County and Regional Transportation Projects), and oversight of service district revenues, and proffer funds; collectively managing and overseeing over $100 million annually in transportation revenue. Assists with the management of all funds used for the implementation of Fairfax County’s Transportation Priorities Plan (TPP).   • Identifies potential opportunities to reallocate funding, and revenue forecasting for the formulation of the TPP. Development and submission of transportation elements of the County’s Capital Improvement Program (CIP). Preparation of area specific and countywide funding plans and tracking progress of transportation improvements and funding in such plans.
  • Develops and secures interagency project funding agreements. In coordination with internal and external departments and agencies, works to advance transportation projects through the agreement process (consensus of language, internal/external approvals, Board approval, execution, follow up). Follow up to ensure proper funds appropriation.
  • Identifies and secures potential funding for transportation capital and operating projects. Prepares grant applications for state, regional, and federal programs; and assists in reporting progress to funding agencies.
