The Transportation Facilities Group (TFG) leads and design projects that supports local and regional growth initiatives through small and large transportation projects.  Our goal is to team with our agency clients and to develop solutions to the complex challenge of advancing transportation throughout the region.   TFG has over 60 engineers and architects throughout the Northeast Region, with major design hubs located in New York City, Boston, St Louis and San Francisco. 
 
The position offers varied projects in the transportation field within the NY Metro Region.  The Consultant, Architect position will work under the supervision of a senior architect and includes designs in rail and bus stations, pre-k and higher education projects, airports, transportation hubs, rail systems, as well a wide array of projects that lead and support the engineering divisions.   Clients include NYCT, MTA Bus, LIRR, MNR, PANY&NJ, Amtrak, NYC SCA, and local utilities.  The scale of work varies from small to very large projects and offers the candidate the ability to continually switch between multiple project types on any given day, and offers tremendous exposure to varied disciplines within the New York Office.
 
Duties and Responsibilities:
  • Development of Architectural drawings and specifications including renderings and presentation boards;

Minimum Qualifications:

This is a technical position with a focus on (i) the numerical modeling of probable impacts caused by climate-related hazards (e.g., extreme temperatures, sea level rise, exacerbated storm surge, and increased riverine flooding), including physical damages to infrastructure systems and building portfolios, loss of infrastructure services and socio-economic consequences, and (ii) the development of resilience strategies and plans to reduce these impacts. You will work with other experts from our Resilience Practice, including climate scientists, engineers, planners, economists, policy specialists, and risk modelers, and expand our organization to meet our growing portfolio of clients.

Marine Mammal Specialist – 49887

WSP is seeking a Marine Mammal Specialist for our NJ AND Metro NY offices to support project managers with a variety of offshore, energy, restoration, infrastructure, and other environmental projects.
 
This position will be responsible for coordinating environmental and permitting documents, interacting with client and regulatory agencies, and coordinating staff work assignments.  Our successful candidate must have strong technical research and writing skills with educational emphasis and experience in marine species biology and policy. 
 
Responsibilities:
  • Support project managers on a broad range of environmental projects including infrastructure (e.g., transit, fiber optic and transmission lines) and offshore energy projects primarily within the Northeast, Mid-Atlantic, and Gulf of Mexico regions
  • Prepare environmental documentation/analyses and permit requests required under the ESA, MMPA, and NEPA
  • Ensure permitting compliance under the Marine Mammal Protection Act, specifically in securing Letters of Authorizations and/or Incidental Harassment Authorizations
  • Analyze potential impacts on marine species from proposed offshore activities, including acoustical impacts to protected marine species (i.e. marine mammals, sea turtles, and fish species) and create appropriate mitigation and monitoring plans
  • Assess anthropogenic impacts on marine mammal populations including acoustic effects, vessel interactions, harassment, and cumulative impacts
  • Prepare environmental planning documents and outreach materials for federal and private clients.
  • Interact with regulatory, consulting, and industry organizations on marine mammal issues

This position requires the oversight and completion of various tasks to support siting and permitting of offshore wind, utility, energy and infrastructure projects, including offshore wind, pipelines and related facilities, transmission lines, substations, and renewable energy and transportation projects. It is essential that the candidate have a thorough understanding of environmental laws and regulations which are the framework for the development of energy infrastructure development. In depth knowledge of permit applications, wetland and stream impacts, rare, threatened and endangered species consultation, land use, overhead and underground utility construction methodologies, water quality and stormwater management is desired. Familiarity with these issues and their application to energy and land development projects is strongly preferred. Duties and Responsibilities:
  • Work through potential contract change orders in accordance with the requirements of VDOT Contract Change Management IIM -CD-2020-02-01
  • Review contract change order requests against contractual requirements and determine entitlement for the request.
  • With limited guidance, perform Independent Government Estimates (IGE’s) to determine reasonable costs for all change order requests with entitlement.
  • Experience or exposure to VDOT Bid Tabs, R.S. Means, HCSS, P6 and other industry standard cost estimating data and publications including but not limited to quantity verification, scope verification, and appropriate labor and equipment rates. 
  • Experience with VDOT procedures is desirable but not essential.
  • Identify areas of excessive costs contained within contractor submitted cost proposals; including but not limited to excessive unit rates, inclusion of unnecessary work, excessive management support or home office support costs, unsubstantiated subcontractor quotes, unreasonably low assumed production rates, and excessive mark-ups on self-performed or subcontracted work.
  • Assist with conducting change order negotiations with contractors.
  • Support the Sr Change Manager as needed with input, guidance and expertise related to project cost reporting and analysis.
  • Perform rough order of magnitude (establishment of budget) estimating with limited known scope for potential changes.
  • Understanding of contract change and dispute resolution interpretation and best practices of construction change management on Design-Build civil construction projects.
  • Assist in maintaining contingency fund tracking including potential future needs based on rough order magnitude estimates from multiple funding sources.

• Perform storm water and pollution prevention plan (SWPPP) inspections.
• Support construction activities by conducting pre-job site visits, in-progress site inspections, and post-construction site visits to evaluate if site restoration goals have been achieved.
• Assist construction contractors through ensuring compliance with BMPs and regulatory permit conditions and conducting environmentally sensitive resources training when applicable.
• Generate documentation and reports of field data and observations in a clear and organized manner.
• Conduct field screening for contaminated soil and water.
• Develop knowledge of standard field sampling procedures for various environmental media (soil, groundwater, surface water, sediment, and air).
• Conduct fieldwork components for Phase I and II Environmental Site Assessments
• Coordinate field activities and schedules with property/facility owner/operators in a clear, professional manner.
• Collecting field data using GPS units and provide GIS mapping for site plan development.
