Manager- Port Physical Plant

Responsibilities

Under the direct supervision of the Deputy General Manager of the New Jersey Marine Terminal (NJMT), the Manager, Port Physical Plant will be an integral part of the NJMT management team.  In the absence of the General Manager and Deputy General Manager, the Manager, Port Physical Plant may be responsible for the facility. The Manager, Port Physical Plant is fully responsible and accountable for managing all aspects, as well as measuring and improving the performance of the facility’s maintenance, structural integrity, environmental, hazardous waste management, sanitation, and construction programs associated with the New Jersey Marine Terminals, and ensuring that the assets are able to support this mission. This position also contributes to the development and prioritization of the Capital Program and Operating Major Works Program.  The Manager, Port Physical Plant will also manage the Tenant Alteration Application and construction process for NJMT tenants and operating entities.

The Manager, Port Physical Plant must have a solid understanding of the principles of enterprise asset management to lead the maintenance unit in the optimal lifecycle management of the physical assets from their design, construction, and commissioning, through their operations and maintenance, and to the decommissioning and/or replacement.  

In an effort to advance the state of good repair and extend the useful life of the facility’s infrastructure, the incumbent will direct a wide variety of activities, including overall maintenance of facility assets; developing, reviewing and monitoring maintenance contracts and overseeing the administration of these contracts; complying with maintenance labor agreements and participation in grievance and disciplinary hearings; supervising maintenance staff; evaluating maintenance systems data and related reports; working with Project Management and Engineering staff to identify infrastructure and capital projects for the NJMT; managing all snow removal and emergency response activities of maintenance staff.  The incumbent will also be responsible for preparing and managing the maintenance budget and provide support for other aspects of the NJMT operating budget.
 

Qualifications

  • Bachelor’s Degree from an accredited college or university preferably in Engineering or Architecture
  • Minimum of 5 years of progressive management and supervisory experience in a facilities/maintenance environment

Reporting to the Manager, Business Solutions, the Administrator is responsible for supporting a wide range of business, administrative, training, and communications functions for the Aviation Department and the Office of the COO. Responsibilities include, but are not limited to:

Business Administration 

  • Administer agency processes and business programs to enable the efficient operation of Aviation headquarters. Provide executive-level business / administrative support for the Office of the COO / Director of Aviation. 
  • Manage all office space, technology, and equipment requirements, including allocation of workstations, staff moves, service requests, workspace modifications, conference room furniture / equipment / technology, and equipment acquisition, allocation, and disposition.

Principal Financial Analyst

The PATH/Rail Transit Department is currently seeking a Principal Financial Analyst-Grant Manager to join our dynamic financial team to manage our Superstorm Sandy grant monies. (Note:  This is a regular, full-time position, not temporary as noted above.

As a result of Superstorm Sandy, PATH anticipates that a majority of the costs for the immediate response, permanent repairs and mitigation measures will be reimbursed by federal disaster recovery funds provided by the Federal Transit Administration (FTA). PATH will be required to follow all compliance regulations for the grant administration of these funds. The Principal Financial Analyst (Grant Manager) will be playing a significant role in the securing of these funds and will be responsible for administering the grants ensuring compliance with federal regulations such as project and expense eligibility, Title VI, Disadvantage Business Enterprise (DBE), and procurement procedures. 

RESPONSIBILITIES

The successful candidate will be responsible for administration, documentation, and reporting of the grant program for the Federal Funding PATH is receiving for damages from Superstorm Sandy and other potential sources. Responsibilities include:  administration and reporting on the progress of grant projects; tracking grant program expenditure to funded projects; preparation of reports; preparation of grant applications and amendments; reviewing federal guidelines and ensuring that, grant compliance program requirements are met; and preparing all required progress and financial reports to the FTA. Responsibilities also include the management of documentation to ensure compliance with FTA guidelines and procedures, process, and preparation of grant reimbursement packages in accordance with FTA guidelines. Additional responsibilities include, assisting PATH Financial Services with the budget process, financial analysis and other ad-hoc requests as needed.

Senior Property Representative, Contract / Leasing – EWR

Under the supervision of the Manager, Properties and Commercial Development at EWR, the Airport Property Representative will be responsible for:

  • Conducting complex real estate negotiations with airport tenants (airlines and airline partners) and the on-going management and administration of the resulting agreements, including but not limited to those for multi-tenant buildings, Terminals, and all facilities at our NJ Airports. 
  • Preparing authorizing documents (agenda items for Port Authority Board approval and Memoranda of Justification) that detail tenant investment, competitive fee structures and other items.
  • Project lead on all aspects of tenant negotiations and development with other agency staff departments such as Law, Comptroller’s, and Risk Management 
  • Primary liaison between airport staff and the tenant to resolve outstanding issues.

Assistant Manager, Airport Maintenance – JFK

  • Support the day-to-day operation

Assistant Manager, Airport Operations Center – JFK

The Aviation Department of the Port Authority of New York and New Jersey is currently seeking a diverse and high energy leader to serve as a management representative working collaboratively in the new JFK Airport Operations Center (AOC). The AOC is responsible for monitoring all aspects of airport operations while receiving, processing, and disseminating real-time information allowing the Assistant Manager, AOC to mitigate operational disruptions and optimize day-of operational flow. As the central node of communication, the AOC facilitates a consistent flow of information airport-wide to assist all airport functional groups in maintaining critical service delivery along with facilitating the mission and goals of the John F. Kennedy International Airport and governance initiatives. The Assistant Manager, AOC will work alongside Port Authority personnel, contract staff, representatives from air terminal operators, airlines, business partners, and state and federal government agencies, such as the Transportation Security Administration, Customs & Border Protection, the Federal Aviation Administration (FAA) and others who have responsibility for the safety, security, and efficiency of airport operations. 

The Assistant Manager, AOC will be responsible for:

  • Combining elements of routine coordination, assistance and planning, Common Operating Picture (COP) management, critical information management, and engagement with stakeholders at the local, state, and Federal levels
  • Support development of Key Performance Indicators (KPIs) and data analysis to support real-time situational awareness and daily planning activities to achieve operational goals
  • Contributing to analysis of existing business processes, identifying areas for improvement, and develop and implement solutions to meet business needs especially through integration of data and technology 
  • Outside of normal business hours, the Assistant Manager, AOC will be the ranking management representative onsite and will be responsible for coordinating with stakeholders all facility operations, maintenance, and construction activities, as well as making appropriate notifications and coordinating the response to airport incidents and emergencies.

The Port Authority is seeking an experienced, energetic, strategic, innovative and results-oriented leader to fill a critical position on the Port Authority Trans-Hudson (PATH) Department’s leadership team.  Reporting to the Director/General Manager, PATH, the Program Director is responsible for developing, leading, and overseeing the advancement of comprehensive reliability program that aims to reduce delays and consistently provide safe and reliable train service to the millions of travelers who use the PATH system each year.

Reporting to the JFK Deputy General Manager, and the Manager of Business Solutions at Aviation headquarters, the successful candidate will be responsible for managing a wide range of Aviation, Human Resources and Administrative functions for JFK. 

The selected individual will lead and supervise a centralized team of staff in the performance of all administrative, business support, and clerical functions for the airport’s 500+ represented and non-represented positions. 

Specific responsibilities include:

  • Staffing Management: Lead efforts with unit supervisors and division managers to fill vacancies expeditiously with qualified individuals; prepare, review, and edit job bulletins; coordinate the interview process for all vacancies; actively manage vacancies and other position related matters through coordination with HR and the Aviation Director’s Office; provide Executive staff at the airport and the Aviation Director’s office with measurable updates on all position management matters.
  • Airport Business Administration: Provide an optimal level of service on all airport business and administrative functions, including all HR policies, processes, procedures, and correspondence; performance management for non-represented and field supervisory staff; travel; equipment and technology management; board process; special events and functions; accounting and invoice payment; employee programs, etc. Provide guidance and policy interpretation to airport staff on all business and administrative matters.
  • Leadership: Lead and oversee all business management, clerical, timekeeping, and office support staff at the airport, managing workload and performance, and promoting an efficient, effective, and cohesive work environment in support of the airport’s business priorities.
  • Business Strategy & Analysis: Provide strategic and analytical support to the Manager, Business Solutions, Executive Business Manager, and division managers on a wide range of policy, Human Resources, and administrative matters.
  • Employee Relations: Manage employee relations for the airport, in consultation with the Aviation Director’s Office, Human Resources, and Labor Relations.
  • Budget Management: Prepare and manage General Manager’s Office budget; assist in the preparation the overall airport budget. Prepare all documentation and justifications for staffing-related budget requests. Track spending for the GM’s office and review variances on a quarterly basis, including monitoring overtime spending and mitigation. 

Qualifications

    • A Bachelor’s Degree from an accredited college or university may substitute three years of related experience as noted above.

Manager- Port Physical Plant

Responsibilities

Under the direct supervision of the Deputy General Manager of the New Jersey Marine Terminal (NJMT), the Manager, Port Physical Plant will be an integral part of the NJMT management team.  In the absence of the General Manager and Deputy General Manager, the Manager, Port Physical Plant may be responsible for the facility. The Manager, Port Physical Plant is fully responsible and accountable for managing all aspects, as well as measuring and improving the performance of the facility’s maintenance, structural integrity, environmental, hazardous waste management, sanitation, and construction programs associated with the New Jersey Marine Terminals, and ensuring that the assets are able to support this mission. This position also contributes to the development and prioritization of the Capital Program and Operating Major Works Program.  The Manager, Port Physical Plant will also manage the Tenant Alteration Application and construction process for NJMT tenants and operating entities.

The Manager, Port Physical Plant must have a solid understanding of the principles of enterprise asset management to lead the maintenance unit in the optimal lifecycle management of the physical assets from their design, construction, and commissioning, through their operations and maintenance, and to the decommissioning and/or replacement.  

In an effort to advance the state of good repair and extend the useful life of the facility’s infrastructure, the incumbent will direct a wide variety of activities, including overall maintenance of facility assets; developing, reviewing and monitoring maintenance contracts and overseeing the administration of these contracts; complying with maintenance labor agreements and participation in grievance and disciplinary hearings; supervising maintenance staff; evaluating maintenance systems data and related reports; working with Project Management and Engineering staff to identify infrastructure and capital projects for the NJMT; managing all snow removal and emergency response activities of maintenance staff.  The incumbent will also be responsible for preparing and managing the maintenance budget and provide support for other aspects of the NJMT operating budget.
 

Qualifications

  • Minimum of 5 years of progressive management and supervisory experience in a facilities/maintenance environment
