Responsibilities

Management Consultant-Transportation will function at the Guidehouse Consultant staff level. Consultants are entry level non-management consultants that are responsible for developing high-quality deliverables under the oversight of Senior Consultants. The Management Consultant-Transportation will attend client meetings, prepare client deliverables, and interact with clients regularly to ensure engagement success. This includes supporting day-to-day operational meetings with client sponsors and consulting leaders. Management Consultant-Transportation are expected to prepare and communicate well-organized, effective reports and presentations to client and internal executives.

 

Key Responsibilites:

  • Support federal transportation clients in the optimization of internal business processes
  • Support risk management processes and programs, including collecting and analyzing multi-modal transportation safety data

Qualifications

As a Policy Management Consultant – Manager, you will lead our clients to help identify opportunities enhance the operations of the headquarters function to effectively meet their mission.  This role is to help the U.S. Department of Transportation with the implementation of programs resulting from legislation related to transportation and infrastructure.  Our Managing Consultants own client engagements from cultivation to completion.  In this role, you will be accountable for the activities of the client engagement team and will coach and mentor junior and experienced consultants. Responsibilities

Financial & Business Management Analyst will function at a Consultant staff level to support project teams both at client sites and internally. Financial & Business Management Analyst duties will include client management, solution implementation and generation of project results. As a Financial & Business Management Analyst, a key function of your role will be to create and present quality deliverables that support essential project workstreams.  Financial & Business Management Analyst will gather and analyze data, identify gaps and trends, and make recommendations related to baseline performance and structure, as well as established best practices and benchmarks. Responsibilities may include:

  • Provide ongoing financial management support to Federal transportation client in accordance with Federal financial management requirements
  • Track and forecast funds status, run reports, and reconcile financial transaction data in support of daily operations
  • Support quantitative development of business case documentation (e.g., needs analysis, cost/benefit analysis)
  • Prepare, review, and reconcile various financial business documents (e.g., invoices, travel vouchers)
  • Support budget formulation and execution activities for large programs
  • Identify and suggest process improvement opportunities

  • Facilitate client meetings to gather data and understand client needs and desired outcomes

Qualifications

Required:

  • Bachelor’s degree from an accredited college/university with a major in any field that included or was supplemented by at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management
  • Certified Public Accountant (CPA)
  • 2+ years of financial management working experience
  • Business level proficiency in Microsoft Word, PowerPoint, and Excel
  • Strong written and verbal communication skills
  • Meet qualifications and successfully be granted a Public Trust
  • Currently reside or able to relocate to the Washington, DC area

Preferred:

The successful Program Cost Estimator will support our client’s Program Management Office (specifically the Program Executive Office for Transportation, PEO-T) of a Department of Defense (DoD) joint command. You will create significant value and impact for the DoD by assisting in the control of program costs primarily for Information Technology (IT) programs supporting transportation and logistics systems.

In this position you will be developing an array of cost analysis documents for IT programs varying in complexity, including but not limited to: Independent Government Cost Estimates (IGCEs), Life Cycle Cost Estimates (LCCEs), Economic Analysis (EAs), Business Case Analyses (BCAs), and Analysis of Alternatives (AoAs).


Qualifications

The best candidates will be capable of working effectively in professional work teams and will be required to coordinate cost analysis activity with assigned Program Managers, engineering technical leads, Government contracting, and program budget personnel to maintain program awareness and provide cost advice to government leadership when required.

 

Required 

 

 -Minimum Bachelor’s degree
 -Minimum three years’ experience in Program Cost Estimating
 -Demonstrated expertise in the use of the entire suite of Microsoft Office programs (SharePoint, Outlook, PowerPoint, Excel, Access, One Note, etc.)

 -Authorized to work in the US,  eligible to obtain INTERIM SECRET clearance 

 

Desired

 

Certified Cost Estimator/Analyst (CCEA) (or ability to obtain CCEA) via international Cost Estimating and Analysis Association (ICEAA) or equivalent recognized certification authority is highly desired. Additional relevant certifications and training such as Defense Acquisition Workforce Improvement Act (DAWIA) Level 1+, Certified Defense Financial Manager (CDFM), Project Management, and Lean Six Sigma and similar process improvement techniques are also desired.

Experienced producing cost estimates in both traditional and agile software development environments; commercial versus organic (DoD) development solutions; and efforts to shift program sustainment and development into a Cloud environment are desired.

Additionally, a general or integrated perspective and/or experience in DoD acquisition, financial management, and cost analysis is desired.

Experience using the following cost estimating systems/tools:


– ACEIT (Automated Cost Estimating Integrated Tool)
– SEER-SEM (Software Evaluation and Estimation of Resources – Software Estimating Model)

– Active SECRET clearance
