The Aviation Department of the Port Authority of New York and New Jersey is seeking a Program Manager with demonstrated strong technical, communication, planning, and organizational skills.
The Program Manager, Aviation Technology & Innovation (ATI) will be part of a team that transforms technology through the Aviation Digital Program at Port Authority’s airports. These airports as a whole form the largest airport system in the United States, second in the world in terms of passenger traffic with 140 million annual passengers. The Aviation Digital Program will help achieve the Department’s vision of being a World Class Operator of World Class Airports.
Reporting to the Manager, ATI, the Program Manager, ATI will collaborate within Aviation and with our airport partners to develop, implement, and support cost-effective business solutions and promote technological innovation at our airports.
As a key member of the ATI team, the Program Manager’s role will be to:
- Assist with the implementation of the Aviation Digital Program that supports the strategic direction and technology priorities for new terminal development programs and existing operations.
- Advise on policy and strategies related to new technology, communications, systems, security, asset management, etc. for day-to-day operations and redevelopment projects.
- Assist with fostering a culture of technological collaboration, continuous innovation and transparency with our airline and terminal operator partners, and among our major airports.
- Participate in the delivery a “living” IT Master Plan for all of Aviation.
- Conduct market research on latest airport technology innovations that have potential to be adopted on our airports.
- Program manage a suite of innovative technology projects.
Qualifications

Senior Project Manager

Under the supervision and direction of the Senior Program Manager, the Senior Project Manager will provide day-to-day management of multiple assigned projects, including scope, schedule, and cost management from conceptual design through contract preparation and construction completion. The candidate will manage assigned workload, which shall include scoping of new projects, establishing project baselines, securing necessary authorizations, ensuring that projects are designed and implemented on time and within budget, and completing project status reporting. The candidate will manage radio broadcast system projects, physical security projects, electronics security projects, and security reviews of Line Department managed and Tenant Construction projects.

Manager, Port Operations

Responsibilities
Reporting to the Deputy General Manager, New Jersey Marine Terminals (NJMT), the selected candidate will be primarily responsible for oversight of the day-to-day operations at NJMT. The successful candidate must be able to respond to any NJMT facility for all emergencies including those that are weather related, and any other declared agency or facility emergency. Responsibilities include, but are not limited to, the following:
- Develops and updates emergency communications and response plans, and responds to facility emergencies including weather, accidents, and security incidents;
- Ensures that excellent customer service is provided to Port customers, stakeholders and tenants through timely feedback, regular visits, and following up on open issues;
- Ensures compliance with the Marine Terminals Tariff FMC Schedule No. PA10 at all public berths and vacant space throughout the facility and participates in annual reviews of rules and regulations;
- Tracks NJMT operations staff overtime;
- Provides operational input on operating major works contracts, new leases, redevelopment projects, and facility construction;
- Administers and coordinates activities related to several contracts including security guards; and
- Directly supervises four (4) management staff and indirectly supervises six (6) represented staff responsible for 24/7 coverage of the Operations Control Center. Develops objectives and provides regular feedback on performance.
- In the absence of the General Manager and Deputy General Manager, the Manager, Port Operations may be responsible for the facility.
Qualifications

- Bachelor’s degree in Maritime Transportation, Logistics, Business, Public Administration or related field
- A minimum of three (3) years of progressively responsible experience in a governmental or private business setting, with emphasis on managing operations and staffing issues
- Must have a valid driver’s license
- Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security

Supervisor, Maintenance Planning & Administration

Under the direct supervision of the Physical Plant Manager (PPM), the Supervisor of Maintenance Planning is responsible and accountable for managing the performance of the Port Authority Bus Terminals maintenance, structural integrity, environmental, hazardous waste management, sanitation and construction programs, tenant alteration process, as well as assisting the PPM in the coordination and prioritization of the Capital & Major Maintenance Programs. Under the direct supervision of the PPM, the incumbent will direct a wide variety of activities including overall maintenance of the facility; developing, reviewing and monitoring contracts; overseeing the administration of these contracts; administration of maintenance labor agreements and participation in maintenance grievance and disciplinary hearings; supervision of maintenance staff; evaluating maintenance systems and data and related reports; coordinating infrastructure renewal activities and capital projects with Project Management, Asset Management and Engineering Staff; and managing the Maintenance Units budget. The incumbent will also be responsible for all facility tenant support. In the absence of the Physical Plant Manager, the Supervisor of Maintenance Planning may assume responsibility for the maintenance operations at the PABT. |

The Aviation Department of the Port Authority of New York and New Jersey is currently seeking a Senior Property Representative to manage Leasing at LaGuardia Airport. In this position the candidate will be responsible for identifying and interpreting existing and vacant properties’ commercial development needs and providing strategic business solutions. Flexibility and adaptability, multi-tasking on projects at the airport, and leading interactions with the airline community will be a requirement.
LaGuardia Airport Commercial & Properties plays a crucial role in the Aviation Commercial Organization Portfolio. Our team plays a critical part with stakeholders in Redevelopment, Operations, Environmental, Airlines Relations, and much more. We work as a team with strong emphasis on fostering best in class standards for properties and commercial development.
Under the supervision of the Manager, Properties and Commercial Development at LGA, the selected candidate will be responsible for:
- Conducting complex real estate negotiations with airport tenants (airlines and airline partners) and the on-going management and administration of the resulting agreements, including but not limited to those for multi-tenant buildings, unit terminals, and cargo/ground support facilities at the airport.
- Preparing authorizing documents (agenda items for Port Authority Board approval and Memoranda of Justification) that detail tenant investment, competitive fee structures and other items.
- Project lead on all aspects of tenant negotiations and development with other agency staff departments such as Law, Comptroller’s, and Risk Management.
- Primary liaison between airport staff and the tenant to resolve outstanding issues.
- Working with the SAP Real Estate Module and resolving Accounts Receivable issues.
- Implementing audit and monitoring procedures to verify assigned tenant/permittee compliance
- Assisting in the evolution of the airport’s competitive market, understanding the impacts to the Agency, and developing innovative solutions.
- Maintaining contact with tenants/permittees including visits to each leased site including discussions regarding business success/challenges.
- Familiarizing oneself with the financial and business terms for leases and various categories of properties at the airport.
- Proposing financial terms for transactions using guidelines as appropriate and within designated categories of use: standard market rates for land or certain facilities, standard escalation provisions, and market comparatives based on defined criteria; capital investment requirements associated with lease term; criteria for capital investment reimbursements.
- Developing strategies to implement business policies.
- Maintaining a roadmap of critical transactions and issues and preparing key highlights.
- Ensuring the delivery of a positive airport customer experience across all facilities.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor’s Degree from an accredited college or university
- In Lieu of a degree, 7 years of experience in Aviation, transportation, or similar experience would be acceptable
- Working knowledge of System Application Products (SAP) Real Estate Module, Salesforce, or similar customer relationship management systems.
- In-depth knowledge of Aviation Operations, Transportation, or Contract & Tenant Management that can include any of the following: third party vendors, airlines, airport processes or other business partnerships.
