Fairfax County, a diverse, dynamic, and growing jurisdiction in the Washington, D.C. metropolitan area, is seeking a highly motivated and qualified Transportation Planner to work on a wide range of transportation planning studies, capital projects, and multi-modal transportation solutions. Primary duties are related to major transportation projects associated with the Dulles Metrorail Project, I-66 improvements, and other large-scale, complex regional transportation initiatives. Responsible for reviewing high level multimodal transportation planning/analysis and coordinating transportation projects through various stages of planning, design, engineering, construction, and project closeout. Requires extensive coordination with various county agencies along with elected officials at all levels of government. In addition, will assist in the coordination efforts with the Metropolitan Washington Airport Authority, Virginia Department of Transportation, Virginia Department of Rail and Public Transportation, Washington Metropolitan Area Transit Authority, and Federal Transit Administration.

Responsibilities include:

  • Coordination between project contractors, County staff, community stakeholders, and officials as well as Federal, state, and regional entities.
  • Review and provide comments on transportation reports. Review traffic analysis on major transportation programs and strategies for improvement.
  • Review of engineering plans and construction project materials under tight deadlines
  • Participation in multi-disciplinary County teams that impact regional projects
  • Transit service analysis and coordination with regional transit providers
  • Review of land use studies to address the impacts of land development activities and major capital projects
  • Coordination of land conveyance activities with the Office of the County Attorney and others
  • Field inspection and coordination
  • Handles project closeout materials and inspection activities
  • Provide technical support for two special transportation tax districts
  • Public speaking and presentation preparation
  • Organization of project files and record-keeping
  • Off-site meetings and site visits may require the operation of a personal and/or county vehicle

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver’s license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background  and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Knowledge and experience in multiple aspects of transportation including planning and construction.
  • Knowledge and experience to review transportation analyses, evaluations and studies related to transportation services and facilities.
  • Familiarity with traffic analysis software is a plus, such as Synchro and VISSIM.
  • Experience with large scale and complex transportation projects.
  • Experience in coordinating with local, state, and federal government organizations
  • Experience with government organizations in the Washington, D. C. metropolitan area is a plus.
  • Ability to organize and coordinate multiple projects and assignments and establish priorities.
  • Ability to work independently and follow through on assignments with minimal direction.
  • Ability to perform field analysis and inspection of transit facilities and construction projects.
  • Familiarity with land conveyance process and procedures.
  • Experience working with multiple County agencies as well as large community groups, elected officials, residents, business groups, and associations.

Works as part of the Coordination and Funding Division (CFD) as a senior planner with extensive experience in funding and regional partnerships. Performs transportation agency liaison duties; oversees and undertakes budgeting and capital project programming related to financial transactions; and supervises staff within the Coordination Section within CFD. Manages the county’s relationship with the Northern Virginia Transportation Authority (NVTA) or other commissions, boards, authorities, (e.g. WMATA, NVTC, VRE, COG, TPB) and state and local jurisdictions. Provides oversight and analysis of financial and policy issues and documents. Pursues transportation funding opportunities from various funding sources, assists in the management of all revenues and expenditures in all transportation funds; and ensures financial rules and regulations are followed. Prepares written documents and gives oral presentations for elected officials, citizens, public agencies and private entities.

Responsibilities include:

  • Provides overall technical input and recommendations for regional agencies such as: NVTA, VRE, WMATA, NVTC, COG, TPB and TCC;
  • Oversees transportation professional staff, funds, and agreements related to financial transactions.
  • Reviews the financial and technical work of Section personnel upon completion, to assess quality, and accuracy of work produced
  • Proactively identifies regional transportation issues which may impact program or functional area;
  • Represents the unit or division at community, state and national events. Off-site meetings and site visits may require the operation of a personal and/or County vehicle.
  • Performs certain administrative responsibilities such as employee evaluations, hiring, approving leave, and identification of training needs and other administrative duties as assigned by the director and/or department.

Lead position for the Fairfax Connector fiscal management. Works as part of a fiscal team to provide strategic budgeting and financial management support for Fairfax Connector transit system budget, Fund 40000 (County Transit System). Develops, executes, monitors, analyzes and reports on Fairfax Connector’s operating budget of over $100M. Prepares short and long-range forecasts. Provides strategic budget guidance, particularly with regards to contracted services. Researches and analyzes the fiscal impact of policy and/or program changes, develops recommendations, and presents findings. Provides comprehensive budget and financial management support to several large service areas. Researches budget and finance requirements and develops related budget and financial management policies, processes and tools that ensure efficient and effective operations, strong internal controls, and accurate financial reports. Supervises professional staff in the Coordination and Funding Division.

  • Experience with researching, preparing, and presenting reports to senior managers, and/or various committees, boards, and commissions.  
  • Identifying workflow issues and developing solutions. 
  • Transit or transportation funds management, preparing multimillion-dollar budgets, and experience with SAP financial/accounting software. 
  • Extensive experience with pivot tables, Microsoft Office Suite applications, including high-level proficiency with Microsoft Excel to analyze and manipulate data.
