This incumbent supports the day-to-day activities related to space planning and project coordination initiatives in leased and owned office and support employee facilities for NYCT. This position supports the Senior Manager in all aspects of financial management for various departments within the agency. This includes the preparation of agency budget and multi-year Financial Plan along with monthly variance expense analysis. This position will work closely with the Senior Manager and departments to ensure that the operating budget meets the operational requirements of the department. This position will help to address a statutory requirement that requires the Triborough Bridge and Tunnel Authority (TBTA) to design, develop, install, operate, and maintain a congestion tolling program in the NYC Central Business District. The program is complex, with many moving parts, and includes the need to interact with federal, state, and local agencies on technology, legal, policy and financial issues. Under the direction of the Deputy Director, Environmental Review & Operations Analysis and working closely with, the Senior Director, Policy & Operations Analysis, the Assistant Vice President (AVP), Central Business District Tolling Program (CBDTP), Vice President (VP) of Intelligent Transportation Systems and Tolling (ITST), and MTA’s Deputy Chief Operating Officer, the Senior Planning Analyst – Environmental Review & Operations Analysis will provide assistance with ensuring project compliance with federal, state, and local laws and regulations through evaluations, analyses, and reviews. The position will assist with tracking compliance with environmental commitments from the environmental review phase through design phase of the CBDTP project; as well as construction, operations, and maintenance phases, if the project is approved by Federal Highway Administration (FHWA). In addition, the position will assist with TBTA toll policy initiatives (e.g.: toll increases or rebates) to ensure compliance with state and local environmental regulations and protect toll revenue. The Senior Planning Analyst will develop and maintain a commitment tracking database, organize the environmental monitoring procedures, track special considerations for the CBDTP, and report compliance/non-compliance with environmental commitments: Develop a system for monitoring approved projects to ensure that actions, identified during review process, needed to mitigate adverse impacts are carried out during implementation phase. Conduct studies of CBDTP performance with respect to compliance with environmental assessment policies, regulations, and handbook procedures and with respect to the impact on maintaining and improving the environment as a result of the assessment process.
