Senior Finance Supervisor – Transit – R14227

Reporting to the Finance Manager III, this position will function as the consultant of the Fiscal Department and the Compliance Administrator for Sarasota County Area Transit (SCAT), providing oversight of all SCAT finance functions, budget preparation and administration, participate in establishing SCAT finance Department goals and objectives, and responsible for effective grant administration, procurement processes, accounts receivable/payable, cash handling, and customer service.
About Our Job
- Responsible for grant management and analysis of FDOT and FTA and other grant sources. Responsible for the oversight of the compilation of data for required ongoing reporting on grant expenditures including grant budget amendments and budget revisions.
- Responsible for managing the fiscal portion of transit related agreements including timely approval of invoices and payments, budgeted versus actual expenditures, and encumbrances. Responsible for annual preparation of National Transit Database report, Annual Operating Reports, and other reports as required by grantor agencies.
- Serves as the compliance manager for the transit agency, ensuring that all divisions within the department are compliant with the requirements of the regulating entities, including FTA and FDOT Triennial Reviews. Develops, implements and administers appropriate standard operating procedures within the SCAT Finance Department.
- Responsible for the cash handling activities of the unit to assure that policies, procedures, and all internal control measures are in place and adhered to.
- Oversees and delegates work to the Fiscal staff, prepares performance evaluations and job descriptions on subordinate staff and initiates personnel actions. Responsible for the management and administration of all customer service representatives located at transfer stations and other future locations. Coaches and mentors’ staff on an on-going basis.
About You
Minimum Qualifications: A Bachelor’s Degree from an accredited college or university required in Accounting, Finance, Business Administration, Public Administration, or a related field AND a minimum of seven (7) years progressively responsible professional experience. A Master’s Degree in Accounting, Finance, Business Administration, Public Administration or related field may substitute for one year of the required experience. A CPA license may substitute for one year of the required experience. Related professional experience or certifications may substitute for the required education. Supervisory experience required per the job description.
Preferred Qualifications: Advanced Professional certification, CPA license, grants management experience, supervisory experience, transit experience, knowledge of SCG budgeting, accounting, and procurement processes are preferred.
Job Competencies: Ability to develop and manage program budget; ability to analyze moderately complex budget issues, ability to prepare business plans and enter data into a budgetary tool such as GovMax; ability to use accounting tools such as One Solution; proficiency in the use of Excel; ability to manage/lead a unit project/program/team; ability to set program goals and manage timelines; ability to calmly respond to high level, controversial issues; ability to educate and train customer service staff; ability to coach, mentor and develop support staff; ability to demonstrate excellent time management skills; ability to develop and ensure compliance of principles, policies and practices; ability to set objectives/goals and timelines; ability to develop schedules and assign work assignments.

Pay: $55,452.80 – $75,000.00, dependent on qualifications and experience

Procurement & Contracts Consultant / Disadvantaged Business Liaison – R14270

We are looking for a Procurement professional who loves to work with complex procurements from consultation through to deal negotiation. This person would also serve as the Disadvantaged Business Enterprise Liaison Office (DBELO), who is responsible for reporting and ensuring the transit department is in compliance with regulations pertaining to disadvantaged businesses. It is a multi-faceted role that requires a love of attention to detail and contractual language interpretation. The position requires the ability to review rules and regulations and apply them to the procurements for the Transit Department. While experience with federal procurement, contracting and disadvantaged business is preferred, training is available in these areas.
About Our Job
Procurement– includes but is not limited to:
- Interfaces with Transit staff, procurement and other depts to assess procurement and contract needs for the Transit Department.
- Follows Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) regulation related to third-party procurements and contracts; ensures Transit procurements meet the federal and state requirements.
- Works with the Grant Coordinator, the Office of Financial Management -Grants Section, Financial Analyst liaison, and Administrative Agents for Transit contracts in regard to projects procurement and funding.
- Development of procurement packages with Procurement Department.
- Creates agenda items for the Board for procurement.
- Drafts and coordinates approval process for waiver requests.
- Prepares addenda during solicitation process and develops scopes of services.
- Facilitates purchasing processes for the Transit Dept, including purchase requisitions and purchase order management.
- Participates in project management and at times may be the project lead.
- Develops and processes RFIQs, RFPs and quotes in compliance with county procurement policy.
- Assists Transit in decision making process by providing sourcing analysis, trend analysis, scenario planning and model exploration.
- Manages vendor relationships with department needs in mind.
- Trains and provides guidance to others on the above tasks.
Contracts – includes but is not limited to:
- Works with Office of County Attorney and Contracts Management team within Procurement.
- Prepares/negotiates contracts and exhibits, including vendor contracts and amendments, inter-local agreements, facility use agreements and others, for submittal to Contracts Administration/OCA for review.
- Creates e-genda items to bring contracts or procurements to the Board for approval.
- Ensures that contracts comply with local, state and federal requirements.
- Manages the contract development process including vendor negotiations as required.
- Manages SCAT contracts– tracks expiration and renewals in coordination with Contracts department.
- Prepares and submits new PR, PO and change order requests.
DBELO – includes but is not limited to:
- Serves as SCAT’s Disadvantaged Business Enterprise Liaison Officer; develops and oversees DBE program.
- Develops DBE goals and submits to FTA.
- Reports DBE Commitments semi-annually to FTA and FDOT.
- Reports the annual Shortfall Analysis FTA.
- Stays abreast of changing requirements and trends in DBE regulation; attends training as needed.
- Seeks out DBE vendors and subcontractors through outreach and engagement. Provides information to vendors about DBE and County Procurement processes.
About You
Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Public Administration, Business, Accounting, Finance or job-related field and two (2) years job-related experience OR – Six (6) years professional job-related experience can be substituted at management discretion for the required education – OR – Related professional program/ project management may substitute for the required education at management discretion.
Preferred Qualifications: Experience in public procurement and contract experience; ability to communicate verbally, problem solving, complex business writing, ability to review and interpret legal and contract documents. Ability to review rules and regulations and apply them to the procurements for the Transit Dept; ability to track details, required processes, and associated records. Procurement certification preferred (CPPB; CPPO). While experience with federal procurement, contracting and disadvantaged business is preferred, training is available in these areas.
Job Competencies: Knowledge of local, state and federal public procurement regulation. Knowledge of Disadvantaged Business Enterprise and reporting. Experience with Electronic bidding platforms. Proficiency with Microsoft Office products.
