ICF’s Transportation Line of Business specializes in addressing complex planning, policy, and program issues at the nexus of transportation and the environment, energy, and communities. ICF’s work focuses on integrated approaches that support sustainable transportation decisions, addressing mobility, safety, environmental, social, and economic effects of transportation. Our work includes strategic planning, research, policy analysis, outreach, training, and program evaluation for Federal, State, and local governments, including the U.S. Department of Transportation (DOT), the Transportation Research Board (TRB), State transportation and environmental agencies, and metropolitan planning organizations (MPOs). We specialize in evaluating the impacts of infrastructure projects, programs, and government policies; developing guidebooks; and documenting best practices related to integrated planning, transportation operations, and the environment.
Description: Transportation Planner
We are seeking an early talent Transportation Planner to complete projects and tasks related to transportation planning, focusing on transportation demand management (TDM), transportation policy, environmental issues in transportation, and related topics. This is an opportunity to contribute to an important mission and work on emerging planning and sustainability issues, and all while building a great career at ICF!
*This position is location-flexible with options for fully remote, hybrid, and in-office work arrangements.*
The successful candidate will have an interest in multimodal transportation systems and innovative approaches to mobility, with experience in one or more of the following areas:
Transportation planning and policy, addressing issues related to statewide, metropolitan, and/or corridor planning, and performance-based planning and programming.
Transportation demand management or transportation programs relating to carpooling, vanpooling, bicycling bikeshare, microtransit, electric vehicles, and autonomous vehicles.
Utilizing data, technological tools, training workshops, and innovative techniques to promote participation in programs.
Collaborate with a project team and client to achieve established goals.
Mobility and accessibility analysis, including analyses of the effects of transportation investments, land use development, and other strategies.
Transportation finance and funding.
Transportation data analysis and visualization.
Policy analysis related to passenger travel.
Primary Responsibilities:
Develop preliminary drafts of project materials in collaboration with senior staff team members based on research of transportation-related topics.
Contributing to the development of innovative, accurate, timely, and high quality products and services, typically working on multiple projects with all levels of staff
Communicating with clients and external team members and stakeholders to develop project materials.
Ensuring high quality final presentation of project materials such as reports, white papers, presentations, and briefs for Federal, State, and local clients. This includes managing comments and executing suggested edits from project stakeholders.
Providing meeting support, including preparing materials, on-site attendance (when applicable) or remote hosting and technical support through virtual platforms, taking notes, and assembling post-meeting summary documents.
Minimum Qualifications
Bachelor’s degree in urban planning, environmental studies, public policy, or a similar field
2+ years of experience in transportation planning, TDM, transportation economics, or transportation system management and operations
Proficiency with word processing, presentation, virtual meeting software, and web applications (e.g., Word, PowerPoint, Outlook, Skype, Slack, Zoom, Microsoft Teams, etc.).
Preferred Qualifications
Experience with TDM or commute program planning, implementation, or evaluation
Experience conducting transportation projects for US DOT, TRB, state DOTs, MPOs, transit agencies, and/or other public sector transportation agencies
Work, internship, or coursework experience in emerging transportation technologies including automated, connected, electric, and shared transportation, especially federal, state, and regional policies and programs
Government consulting experience
