SUMMARY OF DUTIES:
Amtrak is in the midst of a once-in-a-generation opportunity to renew its assets and expand service around the country. The Program Manager will become an integral part of Amtrak’s Major Stations Capital Project Delivery group, a growing team focused on implementing capital projects at Amtrak’s major stations across the country. The Program Manager will focus on helping advance station capital projects in the New York Metropolitan Area, particularly multibillion-dollar capital projects planned at New York Penn Station. 

The Program Manager’s primary responsibilities will include conducting research, analysis, and stakeholder engagement activities to advance Amtrak’s station capital projects, with particular focus on shaping decisions relating to future station design, future station governance and concept of operations, project funding and delivery method strategies, partnership strategies, National Environmental Policy Act (NEPA) processes, and public and political engagement approaches. This is an exciting opportunity to champion impactful and complicated projects in the New York Metropolitan Area.  

ESSENTIAL FUNCTIONS:

  • Assist in shaping Amtrak’s overarching strategy for implementing complex capital projects at our major stations, particularly at New York Penn Station and Newark Penn Station.
  • Conduct quantitative and qualitative analyses to inform decisions about future station design, governance, concept of operations, and project delivery approach.
  • Develop project funding strategies and support preparation of federal grant applications.
  • Support negotiation of real estate and other commercial agreements related to station capital projects.
  • Refine strategies for deepening collaboration on capital projects with Amtrak’s partners in the New York Metropolitan Area.
  • Develop and implement stakeholder engagement and public outreach strategies to build support for Amtrak projects and priorities among key political, community, and transportation leaders in New York and New Jersey.
  • Support National Environmental Policy Act (NEPA) analyses and activities for station capital projects.
  • Prepare and present briefings regarding station capital projects for internal and external audiences, including key community and political stakeholders.
  • Plan and participate in high-visibility events including VIP site visits, press conferences, elected official briefings, etc.
  • Maintain a current understanding of relevant Federal, State, and Local policy and political developments and their implications for Amtrak’s capital project portfolio.
  • Collaborate with Amtrak departments across all functions including Capital Delivery, Engineering, Corporate Communications, and Planning to refine capital project strategies, designs, and communications.

MINIMUM QUALIFICATIONS:

  • Must possess a Bachelor’s Degree in a relevant discipline, including but not limited to: Public Policy, Government, Urban Planning, Architecture, Real Estate, Economics, Civil Engineering, or Urban Studies. 

  • Must have at least 7 years of professional work experience in a relevant field.
  • Must have strong analytical and written and verbal communication skills and strong attention to detail. 
  • Must have a strategic and critical thinking mindset with business acumen.
  • Must be a proactive professional, capable of independently driving and prioritizing work.
  • Must have strong interpersonal and meeting facilitation skills, with demonstrated ability to present to executive-level internal and external stakeholders.
  • Must be able to work at least 3 days per week onsite at Moynihan Train Hall in Manhattan.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Must have demonstrated mastery of Microsoft Office Suite (i.e. Word, PowerPoint, Excel, SharePoint, etc.).
  • Must have genuine interest in rail operations, engineering, infrastructure, and/or construction.
  • Must possess ability to effectively communicate complex ideas quickly and easily.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • 7-10 years of relevant experience preferred
  • Prior experience working on infrastructure and/or transportation capital projects, particularly high-profile projects.
  • Extensive knowledge of New York / New Jersey political landscape, key stakeholders, and transportation issues.
  • Prior experience working on public outreach and/or NEPA efforts.
  • Graduate degree in a relevant discipline.

WORK ENVIRONMENT:

  • The Program Manager will be based in Amtrak’s offices at Moynihan Train Hall in Manhattan.
  • The Program Manager may work a hybrid schedule but is expected to work in the office at Moynihan Train Hall at least 3 days per week.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

The salary/hourly range is $108,830 – $141,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
