The Bureau of Transportation Statistics (BTS) seeks multiple outstanding statisticians to join our family. BTS is the Principal Federal Statistical Agency within the Department of Transportation (DOT), leading the department in data analytics, survey design, and data driven research. Mandated by congress, BTS provides independent, objective, comprehensive and relevant information to decision makers and the public on the extent and use of the Nations’ transportation systems, the system performance, and the systems impacts on society and the environment. 
The statisticians have opportunities to guide national surveys, lead research on statistical methodology to enhance data quality and usability, direct innovations to improve efficiency and timeliness of data collection and production, and represent BTS in various settings.
Applications in all areas of statistics and data science are welcome. Individuals with experiences evaluating statistical programs, applying various statically methodologies to improve data collection and production, and having a strong research background are most desired.

These positions are telework eligible. BTS is located in the DOT Headquarters in Washington, DC.

MASCO is seeking a talented and motivated Transportation Planner. This is an outstanding opportunity for a hands-on, multi-modal planner to contribute to transportation strategies, studies, and designs for the Longwood Medical and Academic Area (LMA), one of Boston’s busiest and most dynamic neighborhoods and an epicenter of innovation, culture, education and healthcare. The position also supervises one of the region’s first Transportation Management Associations (TMAs), CommuteWorks which provides innovative TDM programs to our twenty member institutions.

MASCO (Medical Academic Scientific Community Organization, Inc.) is a $36-million nonprofit organization whose mission is to improve the quality of life and create a sense of community in the Longwood Medical Area (LMA) for patients, residents, employees, students, and visitors. The LMA spans across 213 acres and is located just three miles southwest of downtown Boston.

The right candidate will be a highly motivated, mission- and values-driven planner who is committed to customer service, has an operational focus, and is able to manage sophisticated projects leveraging strong analytical and communications skills. This visible role requires successful stakeholder engagement and relationship management across a diverse constituency— from executives of world-renowned institutions, to public sector leaders, to area employees and residents.

Notable Responsibilities:

  • Serve as lead planner for master programming and technical assistance efforts designed to meet institutional needs for parking and multimodal transportation access.
  • Perform regional and district-level studies of transportation infrastructures to support emergency vehicle, patient, visitor and employee access needs.
  • Lead initiatives to improve walking, biking, transit, micro-mobility, shared mobility, and vehicular access.
  • Assist in implementation by working collaboratively with members and public agencies to achieve political support and funding.
  • Manage the work of transportation planners and engineers under contract.
  • Monitor governmental policies that may affect LMA’s transportation systems.
  • Assist in development of policy positions, advocacy strategies and materials presentation.
  • Manage staff and guide incentive program development and technical analysis for CommuteWorks, the LMA transportation management association (TMA).
  • Communicate transportation-related interests with several boards and serve as a liaison to transportation agencies at the local and state levels.
  • Work with other MASCO planners to incorporate aspects of the transportation systems with other LMA area plans.
  • Direct and perform field work and maintain databases to aid in transportation systems planning.

Required Qualifications (unless otherwise noted)

  • Bachelor’s degree in transportation planning or related field; master’s degree preferred.
  • Minimum eight years of experience working in transportation planning/engineering desired. Prior supervisory experience.
  • Proficiency in Microsoft Office software applications. Proficiency in CAD preferred.
  • Knowledge of city and state transportation project development, planning and funding processes.
  • Excellent analytical, presentation, verbal and written communication skills.
  • Strong proactive organizational skills.
  • Ability to work both independently and as part of a team.
  • Exhibit a ‘can-do’ attitude and flexible work style approach. Patience and flexibility to meet demands of a changing environment.
  • Ability to handle situations, issues and information with sound judgement, diplomacy and sensitivity.

  • Plans, manages and supervises the activities of a program, functional area, unit or subsection of a major unit such as Facilities, Operations and Maintenance, SAS, Modeling, et al. Supervises transportation/transit professionals and technicians of the program or functional area that are engaged in the preparation, review, monitoring and implementation of transportation/transit plans, studies and programs;
  • Conducts or assists in conducting advanced transportation studies, technical analyses, traffic demand management and bus service planning;
  • Proactively identifies regional transportation issues which may impact program or functional area;
  • Manages or assists in managing contractors impacting program or functional area;
  • Initiates action on opportunities for grants and other funding for transportation projects;
  • Maintains working knowledge of state and federal legislative issues as they relate to area of responsibility and makes recommendations for process changes as needed;
  • Provides overall technical input and recommendations for regional agencies such as: VRE, WMATA, NVTC, COG, TPB and TCC;
  • Prepares, presents and discusses reports, recommendations and findings with citizens, other agencies and officials from county, state and national organizations;
  • Represents the unit or division at community, state and national events.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs:

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver’s license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience overseeing transit service planning projects including route development, service alternatives, and short-term to long term transit planning.
  • Strong understanding of transit data collection and analysis, and ability to develop recommendations based on analytical analysis.
  • A working knowledge of transit planning tools including scheduling and mapping.
  • Experience overseeing multiple planning projects and managing internal team and outside consultants.
  • Management experience with demonstrated ability to meet a range of deliverables in a complex scheduled timeframe.
  • Experience in developing materials for review and approval by elected officials.
  • Ability to explain recommendations to elected officials, outside agencies, and the general public.
  • Experience in grant writing, development, and monitoring of grant funded services.
  • Experience with developing and implementing public outreach efforts.
