Haley Estelle is the Community Outreach Section Lead with HDR Inc in Phoenix. Haley helps plan and execute public involvement requirements on highway/freeway projects working closely with the Arizona Department of Transportation and Federal Highway Administration. She also works with municipalities to engage and educate their communities on a number of transportation related initiatives, including taxes, general plans, and transit. Haley is also actively involved with the WTS-Phoenix chapter and serves as Award Ceremony Chair and as a member of the WTS Legislative Committee.

Haley received her Master of Business Administration from the University of Phoenix, and, prior to working with HDR, spent 11-years in the public sector with the Cities of Surprise and Mesa in Arizona. In Mesa, she was introduced to the world of transportation and has been an advocate for the industry ever since. Born and raised in Arizona, Haley loves being outside in the sunshine with her family and friends, preferably in the water on a kayak or hiking any number of the great trails in and around Phoenix.
