Sam’s career spans more than 20 years of experience in the public, private, and non-profit sectors. Throughout his career, he has focused on the strategic connection between transportation investments and achieving community and economic development goals. Sam joined Kimley-Horn in March 2022 and is currently working with cities and transit agencies across the United States on projects ranging from transformative infrastructure investments to reimagined transit service networks. Sam spent the decade from 2011 to 2021 in leadership roles in both Washington, DC and Seattle’s Departments of Transportation, expanding infrastructure and mobility choices for people walking, biking, and riding transit. From 2006 to 2011, Sam worked at Reconnecting America and the Center for Transit-Oriented Development, where he supported communities across the country in taking advantage of transit investment to build equitable, transit-oriented communities through best practices, on-the-ground technical assistance, and Federal policy reform.
