Felix is a Program Manager on Amtrak’s New York Penn Station Transformation team, working with federal and railroad partners to evaluate how the station and regional network can safely accommodate future passenger growth and maximize rail capacity. He previously worked in WSP Advisory Services’ Business Transformation practice, supporting transit agencies, railroads, and local governments in improving operational performance, accelerating capital delivery, and strengthening organizational decision‑making.
His past work has included helping a major transit agency shift its rail infrastructure division from reactive repairs to proactive asset management, developing a governance structure for a hypothetical cross‑border high‑speed rail corridor, and streamlining communications and incident‑response protocols within a rail operations control center. Felix holds a B.A. in Economics from Amherst College and is an avid train enthusiast, cyclist, swimmer, and urban explorer committed to building more equitable, sustainable, and prosperous cities.
