Will is a seasoned strategist in policy, politics, and urban planning, committed to improving the Atlanta region through innovative solutions and strategic expertise.

As Chief Policy Advisor at the Atlanta Regional Commission (ARC), Will develops and advises ARC leadership on policy proposals and strategic actions to achieve the agency’s goal of creating One Great Region for everyone who calls Metro Atlanta home. He works with federal, state, regional, and local government officials to plan, coordinate, and execute projects in Metro Atlanta across transportation, natural resources, and other areas.

Will understands the interconnected nature of public policy, and his background includes a robust career in legislative and policy roles. He spent nearly a decade with the U.S. House of Representatives, notably as Deputy Legislative Director and Policy Advisor for the late Representative John Lewis (D-GA). In these roles, he successfully led initiatives across various sectors, from transportation and foster care to immigration, education, and health care. Will’s efforts included crafting and negotiating legislation, building coalitions, and securing federal resources for local needs in Metro Atlanta. His early career also included research and writing for the Almanac of American Politics, where he focused on members of Congress and their districts.

Will earned a Master’s degree in Public Policy from Princeton University, where he focused on policy evaluation, financial management, leadership, and congressional reform. He holds a Bachelor’s degree with honors from the University of Virginia, where he double-majored in Government and Urban & Environmental Planning. He is certified in Legislative Negotiation from a program jointly offered by Harvard University, American University, and the Partnership for a Secure America.
