Seeking an experienced manager with a proven track record of successfully managing a medium-to-large public county transit service division. Fairfax County provides a locally owned and controlled fixed-route/fixed schedule bus transit system called Fairfax Connector (Connector), and Metrobus. With a vehicle fleet of 278 buses, the Connector covers over 72 routes providing transportation to approximately 40,000 daily passengers.

 

Provides oversight and direction to multidisciplined teams, using effective management and leadership skills to drive the successful completion of transportation planning tasks while strengthening market share by meeting or exceeding passenger expectations. Must have the ability to communicate effectively across multidisciplined groups along with the ability to build consensus and foster strong relationships, both internally and externally.

 

Responsibilities of the position include: leads business development efforts in the transportation planning and project development areas; manages the scope, schedule, budgets, and quality of transportation planning projects; manages and guides projects managers and technical staff; prepares scopes of work, schedules, and cost estimates for proposals; manages staff utilization by scheduling, monitoring and revising assignments; satisfies project requirements by ensuring that quality standards and deadlines are met; stays knowledgeable of trends and current developments in the transportation planning technical area; creates and monitors division budgets; maintains client satisfaction; provides leadership and direction by mentoring and motivating staff on issues such as performance feedback, financial management, and client relations; resolves personnel issues such as marginal performance, policy interpretations, and succession planning.

 

Minimum Qualifications: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning-related experience including at least three years of experience with major bus service operations.

 

Special Requirements: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer prior to appointment.

 

Preferred Qualifications: Extensive experience in project management and technical experience on complex and diverse projects for primarily public agencies with a heavy emphasis on transportation related projects. Ability to coordinate design activities and meetings between design staff, subcontractors, and client managers. Demonstrated ability to manage the planning, staffing, scheduling, budget management, quality control, of subcontractors and internal technical and support staff. Proficiency with Microsoft Office and ITS technologies. Demonstrated successful experience working with urban and suburban transportation systems to include increasing responsibilities in both operational and maintenance functions. Knowledge of VA transit agencies and funding partners. Ability to offer creative problem solving and be willing to explore emerging client problems.
