The 511 and Express Lanes Operations Project Manager position will be filled at the Associate level and will be under the general direction of the 511 Principal Program Manager, along with specific direction from the Express Lanes Principal Program Manager.  

511 
MTC, in coordination with Caltrans, the California Highway Patrol, the Bay Area transit agencies, and other stakeholders, has partnered on projects to improve regional transportation system management and mobility. The 511 Traveler Information program, managed by MTC, encompasses several key components, systems and projects that support the day-to-day collection and dissemination of traveler information with the goal of assisting travelers with travel decisions and providing connections to several regional transportation programs.

This position would serve as a key member of the 511 team in the Technology Services section of MTC with a wide variety of duties including managing the 511 Operational Services contract, providing oversight of the 511 software used in the 511 Operations Center, and leading 511’s participation in regional and local emergency response. Additionally, this position would manage and enforce the 511 Operations Standard Operating Procedures (SOPs).

Express Lanes
By 2022, MTC will be responsible for monitoring 190 miles of express lanes, including its own lanes on I-680 in Contra Costa County and I-880 in Alameda County and partner agencies’ lanes on I-580 and I-680 in Alameda County, and US 101 in San Mateo County.

This position will manage the Express Lanes Program’s Operational Services contract. MTC’s operational services contractor (OS Contractor) monitors traffic and toll collection systems along the MTC-operated Express Lanes and coordinates incident response with Caltrans and California Highway Patrol. This position will ensure the OS Contractor is meeting contractual requirements and will manage and enforce the Express Lanes Standard Operating Procedures (SOPs) and key performance indicators (KPIs).

Other Duties
The 511 and Express Lanes Operations Project Manager will perform other job-related duties as needed or assigned to the Technology Services Section and the Field Operations and Asset Management Section.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the general direction of the 511 Principal Program Manager, along with direction from the Express Lanes Principal Program Manager, specific assignments and responsibilities include, but are not limited to, the following:   

  1. 511 Operations
    • Oversee the 511 Operations Center and Contractor’s Performance
      • Work with contractors to ensure the 511 Operations Center is operational, needs are met, and issues are resolved. Lead 511 Operations Performance Audits and ensure performance standards are met.
    • Manage and Implement 511 Standard Operating Procedures (SOPs)
      • Work with the contractor to amend the 511 Operations SOPs as needed. Ensure the Contractor is in compliance with the SOPs.
    • Manage the software for 511 Operations
      • Work with multiple contractors for the operation and maintenance of the proprietary software used by the operations center staff. Oversee software improvements through optimizations and task orders and ensure System Engineering documentation and codebase are maintained and posted to Github.
  2. 511 Emergency Response
    • Lead 511 Emergency Training Exercises
    • Prepare and execute 511 Emergency Training Exercises a minimum of 2X/year for 511 Team. Coordinate with contractors as necessary.
    • Lead 511’s collaboration with regional emergency response agencies including contributing to the planning for regional exercises.
  3. Express Lanes Operations
    • Ensure OS Contractor’s compliance with Contract Terms
    • Manage and enforce Express Lanes Standard Operating Procedures (SOPs).
      • Enforce Operations Staff contractor compliance with SOPs, including incident response, system and equipment monitoring, and dynamic pricing review.
    • Lead Express Lanes operations performance audits and hold the OS Contractor accountable for contractual performance standards.
    • Manage recurring and ad-hoc tasks assigned to the OS Contractor by MTC staff.   Recurring tasks include performance monitoring and trip and revenue tracking.
    • Manage Toll System Inventory and Equipment Issues
      • Track and document system and equipment issues affecting the Express Lanes toll collection system.
    • Manage OS Contractor’s workspace needs at the Regional Operations Center (ROC) at MTC’s headquarters in San Francisco.
    • Work with other MTC Express Lanes staff responsible for designing, building, testing, operating, and maintaining the Bay Area Express Lanes Network (“Network”).
  4. 511/Express Lanes Operational Services Contract
    • Ensure Contractor’s compliance with Contract Terms
    • Review and process invoices including resolving any billing issues / concerns.
    • Manage the budget including:
      • Track expenditures against budgets and fund allocations. 
      • Encumber/disencumber funds 
      • Submit annual budgets 
      • Reconcile budget with the Finance department’s records.
    • Prepare contract amendments as needed.

Project and Contract Management 

  • Provide project management for several components of the 511 system including the Interactive Voice Response (IVR) phone system; real-time transit data dissemination; traffic data; and administration of IT systems in the 511 operations center. Lead the weekly project management conference calls with the contractor responsible for these system components.
  • Manage the contract including reviewing and approving invoices and maintaining the budget.
  • For enhancements to the 511 system, review task order drafts and oversee the execution of task orders.

511 Budget Management 

  • Prepare the 511 program’s annual budget and coordinate its inclusion in the overall agency budget.
  • Prepare a 511 funding plan to fulfill the budget needs for each contract and purchase orders. Oversee the individual contracts’ budgets and take corrective actions as needed in order to maintain a balanced program budget.

511 Emergency Response

  • Participate in 511 Emergency Training exercises.

The Assistant Budget and Grant Analyst under the direct supervision of the Budget Manager, is the position responsible for preparation and monitoring of the capital and operating budgets for the Metropolitan Transportation Commission (MTC), the Bay Area Toll Authority (BATA), the Bay Area Headquarters Authority (BAHA), 375 Beale Condominium Corporation, the Bay Area Infrastructure Financing Authority (BAIFA), the Bay Area Housing Finance Authority (BAHFA) Clipper, and the Service Authority for Freeways and Expressways (SAFE). The Assistant Budget and Grant Analyst also prepares and monitors the capital and operating budgets for the Association of Bay Area Governments (ABAG), ABAG Finance Authority for Nonprofits (FAN), Advancing California Finance Authority (ACFA), ABAG Publicly Owned Energy Resources (POWER), and the San Francisco Bay Restoration Authority (SFBRA).

Directly and through management delegation to budget staff, this work includes organizing, preparing, analyzing, coordinating, and monitoring capital and operating budgets, providing assistance in the preparation of MTC’s Overall Work Program (OWP) per Federal and State government funding requirements, provide grant compliance monitoring and report preparation, and financial reporting analysis for all agency entities. Provide oversight and facilitate post award administration and compliance over the life cycle of grants and contracts. The position provides support to internal and external stakeholders regarding allowability, allocability, and transactional processing on grant and local programs related programmatic needs. Agency/Entity Budget and Financial Reporting

  • Planning, organizing, coordinating, preparing, analyzing and monitoring the development of complex capital and operating budget schedules;
  • In coordination with the Budget Manager/Section Director/Chief Financial Officer (CFO), assists with budget projections, projects cash flow requirements; and tracking revenue and expense trends; 
  • Makes recommendations for changes and improvements to existing standards and procedures; interacts with internal and external stakeholders to execute process improvements to broaden scope and services agency-wide; acts as a partner in both organizational and department change management;
  • Conducts complex financial analysis to evaluate agency-wide performance and operating and capital spending efficiency; prepares and presents study findings and recommendations; implements recommendations and provides assistance to departments in assessing performance against stated objectives;
  • Participates in the preparation and administration of agency-wide capital and operating budgets by collaborating, providing training, and coordinating activities within other departments;

  • Monitors, identifies, analyzes and coordinates with agency staff to resolve any discrepancies with budget to actuals;

  • Reviews and reconciles contract/purchase order balances by or before year-end;
  • Coordinates with staff to process monthly invoices for toll bridge related maintenance and rehabilitation expenses;
  • Prepares journal entries and reconcile accounts on a monthly, quarterly and annual basis;
  • Reviews fund estimates prepared by agency staff to ensure accurate calculation.

Position Control and Budgeting

  • Coordinates with Human Resources/Budget Manager/Payroll Supervisor to develop staffing budgets;
  • Analyze new staff requests to determine funding/constraints as it relates to the capital and operating budgets;
  • Reviews and researches temporary staffing requisitions and staffing backfill requests to determine funding allocations, availability and adequate utilization of salary savings;
  • Reviews and provides position analysis for authorized budgeted positions;
  • Monitors, identifies and coordinates with agency staff to resolve any discrepancies with budget to actuals.

Benefit Budgeting and Analysis

  • Coordinates with Human Resources/Budget Manager to develop, prepare, analyze, and monitor annual benefit budget;
  • Coordinates with human resources/payroll/general ledger and financial reporting/Budget Manager to reconcile benefits from hire or onboarding through termination/retirement or off-boarding processes.

Overall Work Program (OWP)

  • Leads meetings, presentations, trainings and other work representing the department;
  • Coordinates with staff and external agencies in the preparation and monitoring of the Overall Work Program (OWP) and subsequent amendments;
  • Preparation of the OWP quarterly, annual and grant closeout and other compliance reports;
  • Prepares the annual Caltrans Consolidate Planning Grant (CPG) Certification of Expenditure (COE) by Fund Source; 
  • Maintains files in accordance with MTC and federal records retention policies.

Grant Management, Compliance, Reporting and Analysis

  • Leads meetings, presentations, trainings and other work representing the departments;
  • Reviews and monitors grants including  compliance, and reporting requirements;
  • Works with staff to identify and develop grant revenue sources;
  • Coordinates and communicates with agency staff and external agencies regarding grant applications, grant execution, grant extensions, grant closeout requirements; and other compliance requirements;
  • Analyzes and monitors expenditures for expiring grants;
  • Executes project and grant closeout to ensure all budget, expenses, funds and contracts are reconciled and closeout procedures are completed;
  • Administers grant and funding agreements, in relationship to and support of project efforts, including creation of project and funding data to facilitate the appropriate grouping and tracking of expenditures;
  • Coordinates and collaborates with project managers to facilitate financial and compliance oversight, including procurements, commitments, payments, and time and labor on assigned projects and related funds;
  • Reviews and analyzes expenditures to ensure they fall within available budget/grant limits and work with Project Managers and financial analysts to take corrective action when limits are reached including reporting discrepancies and billing adjustments;
  • Coordinates and prepares financial and performance reports and funding agreements;
  • Prepares quarterly and annual grant reports.

Process and Procedure Management for Assigned Programs

  • Coordinates and provides training to Sections and program staff on the appropriate budget procedures and processes; 
  • Updates process and procedure documentation;
  • Coordinates with other Finance department managers to ensure processes and procedures are adhered to.

Staff Performance and Development

  • In the absence of assigned staff, performs all budget and grant analyst compliance and reporting responsibilities;

This position will be filled at either the Assistant or Associate level.  The Assistant/Associate Planner/Analyst, Travel Modeling will work on cutting edge models that explore the impacts of socio-economic developments, land use changes and transportation policies on how people live, work and travel in the nine-county San Francisco Bay Area. Specifically, the Assistant/Associate Planner/Analyst will support the development, maintenance, and application of MTC’s activity-based travel model for testing the impacts of MTC’s policies and plans. The Assistant/Associate Planner/Analyst will be a key member of the Forecasting, Modeling and Surveys (FMS) Unit of the Regional Planning Program (RPP), reporting to the Principal Planner/Analyst, Travel Modeling.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:   

  • Develop and maintain MTC’s activity-based travel model, including gathering, processing and cleaning data; coding and managing model networks; creating scripts to automate model system data pipelines; performing parameter estimation and calibration, model validation and sensitivity tests; and develop new model features;
  • Apply MTC’s activity-based travel demand forecast model, including coding/representing transportation projects/strategies, running scenarios, maintaining version control and analyzing model results;
  • Collaborate with and provide technical assistance to non-modelers within MTC and external partners;
  • Create and maintain data visualizations and data visualization tools for internal and external users;
  • Prepare technical documentation and compile tables, figures and maps; synthesize technical information in a useable way that facilitates good policy discussions and decisions;
  • Explain travel modeling theories, application approaches and results to lay audiences;

MTC’s Design and Project Delivery Section is responsible for the development and delivery of innovative transportation strategies that improves the performance of the region’s freeway, bridge, arterial, and transit systems, with an emphasis on operational efficiencies and demand management/high vehicle occupancy strategies.
 
Under the general direction of the Principal Planner/Engineer – Active Transportation, the Associate Planner/Engineer – Active Transportation is responsible for delivering active transportation projects and programs that connect communities and the regional active transportation network for commute and recreational travel.  The completion of the San Francisco Bay Trail is a priority focus but also includes the planning and delivery of the Water Trail, bridge trails, regional trails, public access, first/last mile connections to transit strategies, quick builds, bikeshare, and bike rebate programs among others.  This position will work collaboratively with the Bay Trail Planners, and other engineers and planners internal and external to MTC in accomplishing these goals.
 
The incumbent will lead and manage projects/tasks that require planning, design, and outreach competencies and depth of experience, diligent attention to detail, project management skills, and strong communication skills.  The individual will also perform a wide range of tasks including:

  • Be passionate about contributing to the delivery of permanent and temporary active transportation projects and programs that result in a multimodal transportation system that is more equitable, more accessible, connected and safer for all ages and abilities
  • Lead and coordinate the planning, environmental review, design, engineering, project management, and/or construction of temporary and permanent active transportation and Complete Streets improvement projects
  • Identify, evaluate, and track implementation progress toward network connectivity regionwide

Planning/Engineering Analyses

  • Researches and analyzes design challenges and technical issues using data and qualitative information, distills complex information into simple but effective forms, frames options and articulates recommendations; vets technical/policy issues with others and influences decisions by applying technical skills and knowledge and calculating risks
  • Analyzes and makes recommendations for complex transportation planning and engineering problems with a focus on active transportation but understanding the implications to other travel modes
  • Conducts network planning feasibility and prioritization assessments for regional trails, bridge trails, and connections and access to communities, regional transit and other regional assets
  • Develops and oversees safety countermeasure selection and design for projects
  • Considers contest-sensitive solutions, ecological design and resilience strategies in project scopes of work
  • Considers equity and public health datasets in analyses, particularly equitable access to trails, facilities and open space for disadvantaged communities

Funding, Budgeting and Grants Management

  • Researches, keeps apprised, strategically identifies and pursues available active transportation funding sources to underwrite planning, engineering and delivery of projects to close key gaps 
  • Prepares funding plans and determines work items that are eligible for grant funding and leads efforts to apply for grant programs geared toward people who bike, walk and roll

The Bay Area Toll Authority, in partnership with the California Department of Transportation (Caltrans), manages and operates the Bay Area’s seven state-owned toll bridges, which are complex long-span bridges of varying age and construction.
 
This position will be filled at the Associate level.  Under the general direction of the Principal for the Bay Area Toll Authority (BATA) in MTC’s Field Operations and Asset Management (FOAM) Section, the BATA Project Manager will support a variety of tasks related to BATA public access capital projects and operations.  The work involved will focus on overseeing the development and operations of parks (Bridge Yard), waterfront access (observation areas at Yerba Buena and Oakland landings of the Bay Bridge), multimodal pathways, and other innovative environmental benefit and public access projects on and near the Bay Area’s seven state-owned toll bridges and operated by Caltrans or other local agencies.  Overall program responsibilities include identification, planning and project delivery of capital, operations and maintenance projects and facilitating positive relationships with project stakeholders.
 
The ideal candidate would be a leader who is passionate about environmental benefit, public access and other civil engineering projects around the seven state-owned toll bridge assets in the Bay Area and who possess a strong background in planning, project delivery, operations or maintenance.  Furthermore, the ideal candidate should be collaborative, have a willingness to learn, and be flexible to work on a variety of tasks as required.  The position will manage multiple consultants and will coordinate with Caltrans and other local agencies on special transportation related projects.  Knowledge of grant applications and state or federal funding and civil engineering background is desirable.

THIS IS A TIME-LIMITED POSITION FOR THREE YEARS

Under the general supervision of the Principal Program Coordinator, the specific assignments and responsibilities include, but are not limited to, the following: 

  • Assist the Principal Project level manager in delivering capital improvement projects through the environmental review, design, right of way and construction phases via the Caltrans project delivery process. This includes the preparation of Caltrans-required project delivery documents, the Project Initiation Document (PID), Project Approval/Environmental Document (PA&ED), Encroachment Permits and Plans, Specifications and Estimates (PS&E).
  • Also assist with the construction, maintenance, operations and asset management phases of projects related to Toll Bridge Rehabilitation, Express Lanes, and All Electronic Tolling.
  • Oversee and provide technical direction to consultants preparing engineering deliverables required for project delivery. Provide appropriate level of direction and review of delivered products. Ensure compliance with project schedules and budgets.
  • Provide oversight of design and construction management contracts for highway and related construction projects to monitor progress, troubleshoot issues during project delivery, and ensure completion within scope, cost, schedule, and budgeted resources.
  • Manage projects, contracts, and related budgets in planning, design, construction, operation, and/or maintenance phases of highway and related projects to ensure accuracy and conformance to contracts.  Set objectives, goals, scope, schedule and difficulty of projects; break down work into process steps; develop schedules and task assignments; anticipate risk; adjust for unforeseen problems; and measure performance against goals and evaluate results.
  • Assist in the completion of contract procurements for engineering, construction management, and operations and maintenance contracts.
  • Assist in risk management assessments/project controls.
  • Interface with mid-to-senior level management, contractors, consultants, legal counsel, vendors and other agencies.
  • Communicate frequently with Caltrans staff and preside over regular meetings with Caltrans staff.
  • Communicate project status with cross functional teams and agency management and make presentations to management and Committees.
  • Understand and practice standard safety principles, especially when working in the field and follow all regulatory and MTC policies and processes.
  • Perform other job-related duties as needed or assigned.
